At the meeting, Austrian Chancellor Karl Nehammer stated that he wants the EU to build a fence along the Bulgarian-Turkish border.

It would cost the EU around two billion euros.

The reason is an increased number of migrants coming via the Mediterranean and the Western Balkans.

Bulgaria's interior minister Ivan Demerdzhiev is asking for more help from the European Commission and Frontex for the EU countries that have an external border and are forced to deal with an "unprecedented" flow of migrants.

According to Sweden's EU Commissioner Ylva Johansson, there is no money in the EU budget to build walls or fences.

- If we were to spend money on walls and fences, there would be no money for anything else, she says.

Even the President of the European Commission, Ursula von der Leyen, has strongly opposed such a measure.

Malmer Stenergard (M) open

Sweden as the chair country does not want to speak for or against an EU-financed fence against Turkey, but Migration Minister Maria Malmer Stenergard (M) is prepared to take the discussion further.

- I also note that in the migration and asylum pact that is on the table, there are clear proposals on how to strengthen the external border and ensure that control is regained over who comes to the EU.

More methods

Now the Council of Ministers is calling on the EU Commission to more actively use visas as a means of pressure, such as higher fees and longer processing times.

- If countries do not cooperate with Sweden, there should be consequences in the form of how visa policy from the EU looks towards that country, says Malmer Stenergard.

Johansson and Malmer Stenergard agree that more people who have had their asylum applications rejected should be deported from the EU to their countries of origin.
