Xinhua News Agency, United Nations, January 24th Zhang Jun, China's permanent representative to the United Nations, made a speech at the Security Council open meeting on Haiti on the 24th, calling on all parties in Haiti to continue to carry out inclusive dialogue and enhance the sense of urgency in political consultations.

  Zhang Jun pointed out that in the past year, the situation in Haiti has not improved. There is a vacuum of political power and gang violence is rampant. It is like two mountains weighing heavily on the Haitian people.

The crisis of political legitimacy is Haiti's most fundamental crisis.

In December 2022, the Haitian interim authorities reached a "national consensus on inclusive transition and transparent elections" with some parties and civil groups, and decided to restore democratically elected national institutions within 18 months.

This is progress, but it is still far from the expectations of the Haitian people and all parties.

  Zhang Jun said that all parties in Haiti should continue to carry out inclusive dialogue, increase the sense of urgency in political consultations, and agree on a generally acceptable, credible, and operable transitional arrangement, so as to create conditions for an early free and fair election.

The United Nations Integrated Office in Haiti should build a platform for all parties and factions in Haiti to conduct dialogue, and on the basis of respecting the choices of the Haitian people, increase efforts to promote the "Haitians-led and Haitian-owned" political process.

  Zhang Jun said that the latest report of the Secretary-General of the United Nations pointed out that the violent crimes of gangsters in Haiti have intensified.

Haitians generally welcome the United Nations sanctions against Haitian gangsters and their supporters.

Like many members of the Security Council, China supports the Sanctions Committee to be put into operation as soon as possible, review and update the sanctions list as soon as possible, monitor and ensure the full implementation of sanctions, and form a necessary deterrent to gang violence.

This should be the focus of the Security Council's next work.

  Zhang Jun said that China welcomes regional partners to provide capacity-building support for the Haitian police.

When considering sending troops, countries should fully consider the different opinions in Haiti, so as to avoid the repetition of the historical lessons of failure of external intervention.

Haiti is facing its worst humanitarian and economic crisis in decades.

Some countries have recently adopted new expulsion measures against immigrants from Haiti and other countries seeking asylum across the border. The United Nations High Commissioner for Human Rights has expressed concern that these measures undermine the basic norms of international human rights law and refugee law.

China believes that the human rights and dignity of Haitian immigrants should be protected, and no country should repatriate immigrants at the expense of human rights.
