According to him, we are talking about "young guys, students" who do not want to take part in hostilities, but whom representatives of the Ukrainian authorities "catch on the streets." 

Earlier, Saldo said that Kherson was facing a humanitarian catastrophe.

In early October 2022, Russian President Vladimir Putin approved the ratification of the treaties and signed federal constitutional laws on the admission of the DPR, LPR, Zaporozhye and Kherson regions into Russia.
