  Unemployment insurance is an important part of the social security system and an integral part of the active employment policy.

According to Gui Zhen, director of the Unemployment Insurance Department of the Ministry of Human Resources and Social Security, in 2022, on the basis of continuing the policy of reducing unemployment insurance premium rates for one year, my country will superimpose the implementation of the payment policy for enterprises in difficult industries and small, medium and micro enterprises affected by the epidemic to postpone the payment of unemployment insurance units. , A total of 159 billion yuan was reduced in unemployment insurance premiums for enterprises.

  In order to further help enterprises stabilize their jobs, in 2022, my country will greatly increase the return rate of unemployment insurance, increasing the return rate from 60% to 90% for small, medium and micro enterprises, and from 30% to 50% for large enterprises.

In the whole year of 2022, the human resources and social security departments at all levels will issue a total of 49.7 billion yuan in unemployment insurance and job stability return funds to 7.87 million enterprises, which is twice that of 2021.

  Unemployment insurance further highlights the job stabilization function of training in response to the epidemic, and at the same time increases support for skill improvement.

  In 2022, the innovative one-time job training subsidy policy will be issued. For all insured companies in areas with medium and high-risk epidemics and 5 insured companies in extremely poor industries in areas without medium-to-high-risk epidemics, each insured employee shall not exceed 500 yuan standard grants.

In the seven months since the policy was implemented, 30.3 billion yuan in job retention subsidies have been issued to 5.3 million enterprises through the transfer of funds from unemployment insurance.

  Broaden the scope of the skill improvement subsidy policy, and grant subsidies of no more than 1,000 yuan, 1,500 yuan, and 2,000 yuan to insured employees and those receiving unemployment insurance benefits who have obtained primary, intermediate, and advanced vocational qualification certificates or vocational skill level certificates.

At present, the unemployment insurance fund has disbursed 29.6 billion yuan in skills improvement funds.

  Unemployment insurance also plays an active role in encouraging enterprises to absorb college students for employment.

In 2022, the innovative one-time job expansion subsidy policy will be issued. For enterprises that recruit ordinary college graduates to sign labor contracts and participate in unemployment insurance, the job expansion subsidy will be issued at a standard of no more than 1,500 yuan per person, and the scope will be relaxed according to the employment situation. College graduates who have not been employed within two years of leaving school and registered unemployed youth aged 16 to 24.

Since the graduation season in 2022, a total of 2.7 billion yuan in job expansion funds have been distributed to 520,000 companies, benefiting 1.92 million college graduates.

  Gui Zhen said that through the above five aspects of the unemployment insurance policy of aiding enterprises and stabilizing jobs, it has effectively helped enterprises hedge labor costs, ease operating pressure, and stabilize the workforce.

The beneficiary enterprises generally use the stabilization funds to pay social insurance premiums, carry out training, and distribute living allowances.

  By the end of 2022, there will be 238 million workers across the country participating in unemployment insurance, an increase of 8.49 million year-on-year.
