In addition to common cheating, such as falsely reported vagrancy, serious criminals more often try to exploit the welfare system.

Where the opportunities for income are great and the risks are small.

- Instead of drug trafficking, this is safer for them, not least physically, says Thomas Falk, national coordinator against serious organized crime at Försäkringskassan.

"Greater scope than we thought"

Försäkringskassan's own control capabilities are behind the increased number of police reports.

And the authority admits that they did not know how big the problem was.

- Our systems are used to a much greater extent than we thought or suspected a few years ago, says Tomas Falk.

Paper assistants

A concrete way for criminals to commit crimes against welfare via companies is in the area of assistance.

- A non-serious company helps to get in medical reports where the need for help is greatly inflated.

At the same time, it creates space for "paper assistants" - who report that they have provided assistance, which really only happens on paper, says Thomas Falk.
