The Social Democrats' proposal, a so-called committee initiative, is about bringing about more crime prevention efforts from the age of five to prevent children and young people from ending up in crime.

According to the party, the initiative would mean that the government needs to come up with proposals for crime prevention work already from pre-school class upwards.

Party leader Magdalena Andersson (S) believes that tougher penalties and increased resources for the police have produced results - more gang criminals are in prison.

- But we also see that for every gang criminal who is behind bars, younger and younger guys are ready to take their place.

To crack the gangs, we have to crack the new recruitment, she says during a press conference.

Authorities must share information quickly

The press conference was held after a visit to Dalen Centrum, Gubbängen and Farsta - areas in southern Stockholm that have all been hit by explosions and shootings recently.

Lena Hallengren (S) and Ardalan Shekarabi (S) also participated. 

- It is a younger target group than we are used to thinking about for crime prevention measures, but teachers and leisure educators testify to how early we see children heading in the wrong direction, says the party's group leader in the Riksdag, Lena Hallengren.

S wants the investigation to cover the crime prevention work of the school, police and social services, as well as their obligations and opportunities to quickly share information with each other.

- It must also include placements and other mandatory efforts and opportunities to involve the parents early on, says Hallengren.

The proposal from the Social Democrats comes after a series of serious acts of violence in Stockholm, several of which are linked to gang crime.

Exactly how many children and minors there are within the gang milieu in Stockholm is unclear.

But the police's assessment is that there are around 1,500 gang criminals and the same number in the networks around them.
