The central points to be discussed during Friday's meeting at the Ramstein Air Base in Germany are what to send to Ukraine and when.

High on the agenda is also the issue of tanks - something that has been requested from the Ukrainian side and which has so far been a sensitive issue for Germany.

- A tank is a sledgehammer, a brick breaker, which is primarily used for an offensive purpose, and then it's about helping Ukraine win the war and not just defending itself.

Then the war enters a new phase, says Christoffer Wendick.

President Volodymyr Zelenskyi has assured that the tanks will not be used for offensive purposes, but to be able to defend themselves and retake the areas occupied by Russia.

"Germany is like a brake pad"

Poland and Great Britain are examples of two of several countries that want to send tanks to Ukraine, but since the vehicles are manufactured in Germany, German approval is first required.

- Germany is like a brake pad and blocks what many countries want, says Wendick.

During Friday morning, Poland's Deputy Foreign Minister Pawel Jablonski stated that they are ready to "deviate from the standard procedure" and thus send Leopard 2 without Germany's approval.

The Defense Expert: Is about reclaiming territories

Rein Pella, a teacher at the Defense Academy, believes that tanks would create opportunities for Ukraine to take back occupied areas.

- It is starting to resemble a trench war like during the First World War and they need to have heavier weapons to be able to break the Russian defense and go on the offensive for real, not just on a few square kilometers here and there, he says. 

Would tanks enable Ukraine to retake Crimea?

- It is of course possible to regain the entire occupied area in Crimea as well, but I think the main focus is on Donbas and Luhansk.

Germany will meet the requirement

Both Christoffer Wendick and Rein Pella believe that Germany will meet other countries in terms of tank delivery.

- I think that Germany will agree to other countries being allowed to send Leopard tanks in a first step.

Eventually, they will probably also send their own tanks.
