  The prosecution accused Li Linzai of failing to take preventive measures when the incident was foreseeable enough, failing to take measures such as traffic control and deploying a mobile security team in time, resulting in increased losses, and committing the crime of professional negligence causing death or injury.

Li Linzai is also suspected of instigating false reporting of his presence time in an attempt to cover up his fault of improper handling.

  As for Song Bingzhou, the prosecution suspected that after he learned of the risk of a stampede accident through 112 reporting and radio contact, he instead pushed the crowds flocking to the motorway back to the sidewalk without taking safety measures. He also committed the crime of professional negligence causing death or injury.

  In addition, Jung Hyun-woo, chief of the female juvenile section of Yongsan Police Station, and three others charged without arrest.

  On the evening of October 29, 2022, a stampede occurred in Itaewon, Seoul, South Korea.

A total of 158 people were killed and 196 injured in the accident.

Since then, in December, a survivor of the accident chose to commit suicide due to psychological trauma, and the final death toll was 159.

  On January 13, 2023, the Itaewon Accident Special Investigation Headquarters of the Korean National Police Agency announced the results of the accident investigation and handed over 23 civil servants involved in the case to the prosecution, of which 6 were arrested.
