Speculation of a second mobilization of Russian forces before Putin's speech

The American Institute for the Study of War reports that Russian President Vladimir Putin may announce a second wave of mobilization for war against Ukraine in the coming days.

Putin is due to attend celebrations in St. Petersburg to commemorate the breaking of the German blockade in January 1944. He will also visit a weapons factory.

The Institute for the Study of War also speculated - citing Russian bloggers - that Putin could officially declare war on Ukraine.

The report added that Ukrainian and Western intelligence services had repeatedly warned of Putin's plans for a second mobilization in mid-January.

Yesterday, Tuesday, Russian Defense Minister Sergei Shoigu announced the restructuring of the army to implement the reinforcement of forces demanded by the Kremlin.

Shoigu said at a meeting of the Ministry of Defense that only structural changes in the Armed Forces will it be possible to ensure Russia's security.
