This Tuesday, the news is still dominated by Saturday's Russian strike on a residential building in Dnipro.

The toll of the carnage is now 40 dead and unfortunately it is only provisional.

The Swedish presidency of the European Union has already denounced a Russian “war crime”.

UN Secretary General Antonio Guterres sees it as a new example of "suspicion of violations of the law of war".

Moscow, for its part, blames the Ukrainians and insists that "the Russian armed forces do not bomb residential buildings or civilian infrastructure, they bomb military targets".
