According to Liu Youbin, the 19 pilot cities are: Tianjin Binhai New Area, Jincheng City and Yuncheng City in Shanxi Province, Baotou City and Ordos City in Inner Mongolia Autonomous Region, Taizhou City in Zhejiang Province, Suzhou City in Anhui Province, Putian City in Fujian Province, and Yantai City in Shandong Province , Linyi City, Zhengzhou City and Kaifeng City in Henan Province, Zhuzhou City in Hunan Province, Neijiang City in Sichuan Province, Yan'an City and Yulin City in Shaanxi Province, Zhangye City and Baiyin City in Gansu Province, and Yinchuan City in Ningxia Hui Autonomous Region.
