In just 61 minutes, 61 cases were "handled".

  According to statistics, in 2022, courts across the country have provided a total of 167,000 cross-border case filing services, and 95% of courts with jurisdiction have responded within 30 minutes; parties to cross-border case filing services are located in 33 countries and regions, minimizing the inconvenience of filing cases. The convenient, efficient, inclusive, and intelligent and accurate filing services benefit all litigants.

  At the end of the year and the beginning of the year, the Supreme People's Court reiterated that "for cases that should be accepted in accordance with the law, we must establish a case and handle a lawsuit", and "resolutely consolidate and rectify the law at the end of the year with the strictest standards, the highest requirements, and the strongest measures." The result of not filing a case will effectively protect the parties' right to sue."

  The Supreme People's Court requires that the main responsibility of the "top leaders" be strengthened, and that there be "zero tolerance" for not filing a case at the end of the year.

It is known that the government has established a daily supervision and weekly notification mechanism for "non-filed cases" in courts across the country, and conducts special notifications, "name-calling" criticisms, and urges strict investigations and reforms for problems discovered such as suppressed cases, raised thresholds, and overdue review.

  In addition, the relevant departments have unblocked the 12368 litigation service hotline of the fourth-level courts across the country, and improved the complaint supervision channel for "not filing a case", and improved the inspection and supervision mechanism for incoming calls, so as to realize that "complaints must be answered".

From November to December 2022, the 12368 hotline of the Supreme People's Court received a 50.24% year-on-year decrease in the number of complaints and calls received from "not filing a case".

  The Supreme People's Court stated that the next step will be to uphold the supremacy of the people, guided by the litigation service quality and efficiency evaluation index system, the early warning system of the deviation degree of the people's court filing as the starting point, and the 12368 litigation service hotline "not filing" complaint supervision as the cut, with Strengthening the governance of the source of conflicts and disputes and the construction of a one-stop multi-dispute resolution mechanism with Chinese characteristics are supporting measures.
