The Council of Ministers approved a system for granting rewards and incentives to federal government employees, according to Resolution No. (18) of 2015, which was recently submitted by the Federal Authority for Government Human Resources, in order to provide a unified methodology for ministries and federal agencies to motivate distinguished human resources working for them, and to indicate the procedures and steps to be followed when Motivating employees based on performance levels.

The provisions of this system apply to employees working in ministries or federal entities, who meet eligibility criteria and conditions of different grades, categories and types of contracts.

The Director General of the Federal Authority for Government Human Resources, Dr. Abdul Rahman Al Awar, confirmed that the new system is an actual translation of the vision and directions of the country's leadership, led by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, and his brother, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the State. He stressed the role of the decision in developing and stimulating the human capital in the federal government, and helping the concerned federal ministries and authorities to honor and appreciate the efforts of their employees according to specific principles and criteria.

He pointed out that the system of granting rewards and incentives to federal government employees comes within the framework of an integrated system of human resources regulations and legislation in the federal government, as well as initiatives and incentive programs that enhance performance and raise productivity, and ensure the happiness of employees and customers alike.

Al-Awar pointed out that the new system complements the performance management system for federal government employees, as it rewards creativity, achievement and outstanding performance. national.

Pursuant to this decision, a permanent committee called the “Remunerations and Incentives Committee” is formed in each ministry, by a decision from the minister, headed by the minister, the undersecretary, or the like, and the membership of each of the assistant undersecretaries, the director of the Human Resources and Services Department, and the director of the Strategic Planning and Institutional Excellence Department. , and the Director of the Financial Affairs Department, who will be the rapporteur of the committee, provided that the committee meets periodically to discuss nominations related to the names of employees who deserve rewards and incentives, whose names are nominated by the Human Resources Department, after coordination with the concerned departments and submitting them to the minister or whomever he authorizes for approval.

The Minister or his delegate shall approve the annual budgets for the rewards and incentives program, which are submitted for approval within the financial item on incentive rewards in the budget of the ministry or federal entity, in accordance with the mechanisms and procedures approved by the federal government, in addition to approving the lists of employees who deserve rewards, and the value of the rewards. And incentives for each of them, and the adoption of the decision to disburse rewards.

While the Remunerations and Incentives Committee is responsible for reviewing the annual budget of the program, proposing the sums of money that should be allocated within the budget of the ministry or federal entity, receiving requests from the Human Resources Department, determining rewards and coordinating with them to provide the required data and responding to them in case of disapproval, and preparing a list of names of nominated employees who are eligible for rewards. and incentives, and submitting them to the Minister for approval.

Types of rewards

Annual bonus equivalent to 3 salaries

This award is given to the employee who makes outstanding efforts in achieving the goals and accomplishing the tasks assigned to him, using smart methods that simplify procedures and increase productivity with the least resources, based on the level of performance he has obtained. The annual bonus is granted to the qualified employee at the end of the performance management system cycle (the final evaluation stage). ) for each year.

The annual bonus is granted to the employee who has served at the entity for at least one year, and that the employee has obtained one of the levels of outstanding performance, within the approved federal performance management system (significantly exceeding expectations or exceeding expectations).

And in the event that the employee's appreciation "significantly exceeds expectations", then the value of the reward should not exceed three basic salaries for the salary that the employee receives, but in the event that the employee's appreciation "exceeds expectations", then the value of the reward should not exceed two basic salaries.

Preparing certificates of appreciation for the candidates

The Human Resources Department is responsible for checking the data of the candidates to obtain rewards and incentives in the ministry or federal entity, in accordance with the criteria and conditions, making any observations regarding it, submitting it to the Rewards and Incentives Committee for consideration, and coordinating with the Financial Resources Department to ensure the availability of the necessary financial allocations, before submitting any proposals to the Committee. Organizing the Ministry's annual ceremony in which some of the categories included in the rewards and incentives program are honored, and preparing certificates of appreciation for the candidates in coordination with the committee.

Whereas, the Financial Resources Department ensures the availability of the necessary financial allocations for the disbursement of rewards and incentives according to the budget of the approved ministry or federal entity, and the disbursement of financial and in-kind rewards based on the decisions issued and the available financial allocations.

Conditions for granting bonuses

The decision stipulates that the rewards shall be disbursed from the budget approved by the ministries or federal entities, within the limits of the available financial allocations and the controls referred to in the system, and that the nomination for one of the rewards shall be from the organizational unit to which the employee belongs in the ministry or federal entity, in coordination with the Department Human resources, and that no administrative penalties have been previously imposed on the candidate, and that no reward is given to any employee whose service has been terminated by the ministry or federal entity, for any reason whatsoever, with the exception of those whose service has ended because they have reached the age of referral to retirement.

The Federal Authority for Human Resources shall propose any update on the criteria and conditions for awarding bonuses, in accordance with best practices in this regard.

The decision specified the types of rewards. The first is a cash reward granted to the distinguished employee, because of his suggestions that contribute to the development of performance, or contribute to achieving strategic goals and improving workflow and regularity, or presenting new or creative development ideas that add moral value to his work entity, provided that the employee has passed The probationary period is successful, and the value of the reward is commensurate with the level of the employee’s achievements and performance in accordance with the provisions of this system, and the availability of financial allocations, in accordance with the applicable suggestion system approved by the ministry or federal entity.

The decision divided the cash rewards into categories (the exceptional employee, the creative employee, the worthy employee, the distinguished employee, the community employee, the unknown soldier (service and support category employees), and the category of external partners).

The exceptional employee

It is granted to the employee who made exceptional efforts that go beyond the scope of his job objectives approved within the performance management system. The exceptional efforts are represented in developing and simplifying procedures and raising the level of productivity in the ministry or federal entity, provided that these efforts are not part of the work tasks and individual objectives planned according to the performance management system.

The value of rewards within this category varies according to the evaluation of the ministry or federal entity for the efforts made by the employee, provided that the maximum does not exceed two basic salaries per year.

Creative employee

It is granted to the employee who submitted proposals and creative ideas in accordance with the criteria of the suggestions system approved by the ministry or the federal entity, provided that the employee submits proposals or exceptional ideas that are not included in the plan of the ministry or the federal entity, and that the ideas or proposals are taken and applied effectively, and their results are measured, and that he achieves Proposal Criteria for the proposal system approved by the ministry or federal entity.

The value of the reward varies from one proposal to another, not exceeding one basic salary per year, according to the suggestions system in force at the ministry or federal entity.

"You deserve" employee

It is awarded to the winning employee in the “Testahel” program, which is one of the effective motivational methods launched by the Federal Authority for Government Human Resources with the aim of pushing employees towards creativity. .

According to the decision, the employee must fulfill all the criteria specified for the "Testahel" program at the level of the ministry or federal entity and win the comprehensive employee category, provided that the value of the reward does not exceed one basic salary per year.

Distinguished employee

It is granted to the employee who wins one of the categories of institutional excellence in the ministry or federal entity or at the level of the federal government. The unknown soldier

It is granted to the employee within the service category as a result of his excellence in the work and functional tasks entrusted to him with his commitment to the ethics of the public office, his preservation of public property, his dedicated work and his positivity. In this category, the employee is required to be of good conduct and behavior, and to be committed to official working hours, and to make additional efforts Noted by the superiors and employees, and to be cooperative and positive in assisting all groups in the ministry or federal entity.

The winning employee is granted a lump sum, which may be granted more than once a year, with a maximum of three times for the same employee, and not exceeding 3,000 dirhams.

External partners

The criteria and conditions for the external partner’s entitlement to the reward are that he contributed to accomplishing common tasks that led to the achievement of the goals of the ministry or the federal entity and the development of its performance, and that his participation represents additional efforts noted by the ministry or federal entity, and that he be cooperative and positive, and that he fulfills any of the conditions or criteria that It is established by the ministry or the federal entity, which is consistent with the nature of its work, and it is granted a lump sum amount not exceeding 3000 dirhams per year.

Moral rewards

Moral rewards are granted to employees who have contributed to exceptional achievements that contribute to the development of work, provided that the employee has obtained one of the distinguished levels of performance within the approved federal performance management system (significantly exceeding expectations or exceeding expectations), or that he performs an effective work. Positive, in accordance with the conditions and criteria specified by the ministry or federal entity.

The winning employee deserves a certificate of appreciation from the Minister or whoever he delegates during one of the activities of the Ministry or the federal entity, and gifts in kind, provided that their value does not exceed 5,000 dirhams.
