“The Ministry of Internal Affairs of Russia, together with the Prosecutor General’s Office of the Russian Federation, the Investigative Committee of the Russian Federation and the Federal Penitentiary Service of Russia, take measures to prevent the use of special means of restricting mobility “Azhur” against women, minors, as well as persons suspected and accused of committing non-violent crimes,” the statement says. in a message on the Kremlin website.

Earlier, the Ministry of Internal Affairs of Russia reported that, based on the results of the December 7 meeting of the Council under the President of the Russian Federation for the development of civil society and human rights, the practice of using the means of restricting mobility "Azhur" in certain territorial bodies of the Ministry of Internal Affairs of Russia was additionally studied.

It is noted that at present, departmental regulations provide for a differentiated approach to the use of special means, including depending on the degree of public danger of the escorted persons.

In order to exclude the facts of unjustified use of the special tool "Azhur", the leadership of the Russian Ministry of Internal Affairs sent an instruction to the territorial bodies of the department with a detailed explanation of the established requirements.
