This is stated in the list of instructions following the meeting of the Council for the Development of Civil Society and Human Rights.

According to the instruction, the Ministry of Defense, the Ministry of Health, as well as the executive authorities of the DPR, LPR, Zaporozhye and Kherson regions, must prepare and submit proposals for the release from military duty of prosthetists, orthopedists and doctors of other specialties who were called up in as part of the mobilization.
In December, Russian President Vladimir Putin instructed the Ministry of Defense to be more attentive to civilian initiatives and take into account criticism.
He noted that partial mobilization showed the need to modernize the system of military registration and enlistment offices.
