At the same time, as he clarified, many young families with children, not being able to purchase their own real estate, including using mortgage lending, rent living space under a lease agreement.
At the same time, legislation today does not allow them to spend maternity capital funds to pay part of this rent, although this could be a significant measure of support for young parents who are just building a professional career, Orlov noted.
“In this regard, I ask you to evaluate the feasibility of amending the regulations in terms of allowing young families to pay up to 50% of the monthly cost of renting housing from maternity capital,” the text of the appeal says.
Earlier, Svetlana Razvorotneva, Deputy Chairman of the State Duma Committee on Construction and Housing and Public Utilities, announced the need to change the procedure for using maternity capital when buying a home in Russia.
In early December 2022, the Commissioner for Children's Rights in the Republic of Tatarstan, the founder of the National Parents' Committee, Irina Volynets, called for permission to use maternity (family capital) funds for family spa treatment.
