Construction companies will have their work cut out in Ile-de-France.

To accelerate energy renovation, the Climate and Resilience Law of 2021 provides for the ban on the rental of thermal strainers, labeled from G to E according to their energy performance diagnosis (DPE).

Obviously it will be progressive, the G from 2025, the F 2028 and the E 2034, but that has already started since since January 1, housing classified G +, that is to say those which consume more than 450 kilowatt hours per m² per year, are prohibited for rental.

But above all, this concerns a huge number of dwellings, since half of the main residences are today classified E, F or G, in Ile-de-France.

The Paris Region Institute (IPR) released a note last October indicating that “Ile-de-France has a higher energy-consuming housing stock than other regions (45% against 40%)”.

But with the new DPEs (see box), the figures have been refined and we have therefore moved to half of the dwellings.

“Rounding up, we have 27% of habitats classified E, 13% F and 11% G, specifies Sandrine Beaufils, demographer in the Housing and Health Department of the IPR.

And in a region in tension like Ile-de-France, withdrawing in two years 10% of the housing stock, it is not negligible.

560,000 G housing units in Ile-de-France

So of course not all G accommodations are rented and resident owners will obviously be able to keep theirs.

But that's still housing to renovate if you want to keep the same rental offer.

“To get an order of magnitude, there are 560,000 G dwellings in the region when the construction target in Ile-de-France, which is not often achieved, is 70,000 dwellings”, indicates Sandrine Beaufils.

“We already feel a scarcity of rental supply since January, testifies Olivier Princivalle, president of Fnaim Grand Paris.

Either the owners no longer want to rent, or they prefer to put up for sale.

It was already very difficult in Paris to rent accommodation, there, it becomes an obstacle course.

The objective is therefore very ambitious, some will say too much, and the problem is that "for the moment, it's a little fishy on all sides," says Sandrine Beaufils.

"There are no positive factors that suggest it will be feasible," adds Olivier Princivalle.

First, there is a question of cost.

“On average, for energy renovation, we are at 1,000 - 1,500 euros per m² without counting the soaring price of materials, specifies the real estate agent.

And when you can't do isolation from the outside, for example in the Haussmanian in Paris, you have to do it from the inside.

Which means reducing the surface area of ​​his home, redoing the electrical connections, painting, and all that drives up the bill.

Not to mention that “the interior isolation makes moldings and woodwork disappear”.

“In a public meeting on energy renovation, people's first question is how much does it cost and what aid they are entitled to.

They are very cash, ”reports Jacques Baudrier, Parisian deputy in charge of the ecological transition of buildings.

The magic power of public money

If Olivier Princivalle deplores the weakness of the financing mechanisms, the elected communist ensures “to do the maximum” well aware that “if you do not support people with public money, you cannot do it”.

This is why last summer, the municipality decided to beef up its system for “Eco-renovating Paris” condominiums by adding a “+”.

This means that not only low-income owners are now eligible, but also condominiums classified from G to E, which means that a “very large majority of condominiums are eligible”.

This was seen in registrations on the "coachcopro" platform, which provides access to the aid system, which increased almost tenfold between October 2021 and 2022.

"For example, on an average of 20,000 euros of renovation work per dwelling, you can obtain 3,750 euros from Ma Prime rénov' [the government scheme], plus 4,000 euros from Eco-rénovons + and 2,100 euros from tax exemptions property, which gives 50% co-financing,” explains Jacques Baudrier.

With this device, the Paris City Hall hopes to go from 2,000 renovated housing units in 2021 to at least 6,000 in 2026, knowing that it would be necessary to be at 40,000 per year in 2030 to achieve the objectives set by the government.

“The march is huge,” concedes the Parisian adviser.

Untraceable companies

Especially since, according to Olivier Princivalle, “in some buildings, like the Haussmanians, despite all the work, we will never reach the D”.

"Feedback shows […] that the work carried out would not be synonymous with sufficient energy gains", indicates the note from the IPR.

Finally, even if you decide to embark on renovation work, you still have to find the companies to do it.

"There are not enough trained and approved professionals RGE [Recognized Guarantor of the Environment]", deplores Sandrine Beaufis.

Faced with these difficulties, the president of Fnaim Ile-de-France asks the government to adapt the calendar to reality, in particular by lifting "the rental ban when the condominium has embarked on a process of energy improvement ".

He also advises owners to be well informed and not to hang around getting started on the work.

Jacques Baudrier leads large public meetings (the next one is January 19 at the town hall of the 13th arrondissement) to present the Eco-Rénovons + system.

"Of all the public meetings that I do, these are the ones where we have the most people," he says.

"We can feel a change in the behavior of households who pay more attention to the label of their accommodation", adds Sandrine Beaufils.

Since July 1, the new DPE called "DPE Housing" takes into account, in addition to the energy performance of buildings, greenhouse gas emissions (GHG).

Thus, the Ministry of Ecological Transition tells us, “to achieve an energy label (from A to G), a dwelling must reach a minimum performance threshold on each of the two criteria”.

“The “GHG” label favors homes with electric heating, considered less emitting than those heated by gas, for example”, specifies the note from the IPR.

And for those heating with oil, it's the bad note guaranteed.

However, as we remember the worst rating, an owner heating with fuel oil will do all the energy work he wishes, his rating will remain poor, weighed down by his mode of heating.
