During the presentation of his wishes to health actors this Friday in Corbeil-Essonnes, in Essonne, President Emmanuel Macron declared that he wanted to "better remunerate" the city doctors who provide ongoing care and "take charge of new patients", so that the French "can easily find a doctor on call".

"We are going to better pay the doctors who provide ongoing care and those who take care of new patients", explained the president, presenting his wishes to the actors of health.

The president also announced the "exit from fee-for-service pricing from the next Social Security budget, in favor of funding based on "public health objectives". "For the public hospital, it must there is a structuring part of the remuneration which is based on public health objectives which are negotiated at the scale of a territory”, declared the head of state. 

A doctor/administrator "tandem" set up at the head of hospitals

Emmanuel Macron announced on Friday that an "administrative and medical" tandem, formed on the basis of a "project", would be set up at the head of hospitals.

"For a very long time we said it should not be the caregivers who run the hospital, it must be the administrators. Afterwards, we said the problem is the administrators who run", he observed during his vows to caregivers.

“I wish that we could (…) put an administrative and medical tandem at the head of our hospitals, a real tandem on the basis of a project”, he insisted.

Macron promises to increase the number of medical assistants to 10,000 by the end of 2024

Emmanuel Macron promised on Friday to "accelerate the recruitment of medical assistants" created in 2018 to bring them from "nearly 4,000" currently to "10,000 by the end of next year".

"It's a real success" of the "My Health 2022" plan presented at the start of the previous five-year term, "it frees up medical time" for caregivers to follow their patients, said the Head of State, presenting his wishes to the health actors.

"We must do everything to keep the caregivers" in the hospital, underlined the Head of State, traveling to Corbeil-Essonnes, near Paris.

"Which means that we must work together on a better organization of working time", he added, deploring a "hyper-rigidity" in the application of the 35 hours and a system which "only works 'with overtime'.

All patients suffering from a chronic illness and who do not currently have a treating doctor will be offered one "before the end of the year", Emmanuel Macron announced on Friday.

"We have 600,000 patients with chronic illnesses who have no attending physicians and that's a real problem", lamented the head of state, presenting his wishes to caregivers from a hospital in Corbeil-Essonnes near from Paris.

These patients "will be offered a treating doctor before the end of the year" or failing that "a treating team", added Mr. Macron.
