According to the inspection, the incident occurred on January 6 at about 03:00 Moscow time.
Workers were descending into the basement of a residential building to carry out emergency work to close a valve when a dilapidated wooden staircase collapsed.
As a result, two workers fell into boiling water, received thermal burns and died.
The inspection finds out the circumstances of the accident.
