Just before midnight on December 28, about twenty shots were fired at an apartment door in Gubbängen, where an elderly man was sleeping.

Shortly afterwards, the police arrested two boys near the crime scene, 14 and 15 years old.

They were on the run from HVB homes.

A week later, we meet the 15-year-old's mother at her home.

She says that she was afraid of getting a call from the police saying that they "found him dead or that he killed someone else".

- I wish that he takes his punishment and receives the professional help that he is offered.

And that he is cooperative with all efforts to get the life he deserves, says the mother.

Over 20 reports of concern

After the parents separated, the boy has mostly lived with his father.

He was twelve years old when the police made a report of concern for the first time.

He was then suspected of assault and is reported to have acted out at school, according to documents that SVT has seen.

By the time he is 15, over 20 reports have come in to social services.

He has then tested positive for both cannabis and cocaine, and has been suspected of several serious crimes and has high absenteeism from school.

The mother believes that the son should have been taken into care even earlier.

Social services: "A failure"

A supervisor at the social service in the municipality where the 15-year-old lived with his father does not comment specifically on the current case.

But she describes it as "tragic and a failure" when looked after children run away from HVB homes and commit crimes.

- Social services have the ultimate responsibility when we take care of children according to LVU, she says.

- What we see now is that we have too many young people committing incredibly serious crimes.

There are strong forces in the criminal world that pull on these young people and that we cannot control.

We all have a responsibility there: police, school, social services, legislators.

The 15-year-old is now in custody on suspicion of attempted murder after the shots fired at the apartment in Gubbängen.

He denies any wrongdoing.
