China News Agency, Beijing, January 5th: From "prevention" to "governance", China has taken multiple measures to increase the protection of key groups in the new crown

A few days ago, the Chinese government issued a notice to deploy dynamic services for the key groups of the new crown and the work of "moving the gate forward".

The notice mentioned, "prevent and reduce the occurrence of severe cases of new coronavirus infection, and ensure the smooth and orderly transition of epidemic prevention and control from peak to peak."

After the release of the "New Ten Measures" optimization measures, the focus of China's epidemic prevention and control work has shifted from infection prevention and control to medical treatment, and key groups such as the elderly, children, people with underlying diseases, and pregnant women have received special attention.

Protecting key populations of the new crown and providing them with health services and medical treatment is related to the smooth transition of China's epidemic prevention and control.

How to increase the protection of key populations of the new crown?

One aspect is health management.

China's epidemic prevention and control focuses on "protecting health and preventing severe illness", and the functions of grassroots medical and health institutions have also changed, focusing on classified health services and medical treatment.

On the basis of finding out the bottom line, China divides the key population of the new crown into three categories, namely, the key population (high risk), the sub-key population (medium risk), and the general population (low risk), which are marked in red, yellow and green respectively. .

With different colors, medical services are also differentiated.

For example, for infected persons marked in yellow, primary medical and health institutions should follow up every three days, and the frequency of follow-up can be increased according to needs until the end of home treatment and observation.

For the red-marked infected persons and those with urgent medical needs, the community (village) and primary medical and health institutions should assist them in referral, and those with urgent medical needs can also go to the emergency department.

It can be seen that all parts of China are acting accordingly to increase the protection of the key groups of the new crown.

For example, since January 2, Guizhou Province has distributed free epidemic prevention health kits to 1.33 million key and sub-key groups in the province; Tianjin City has requested to speed up the expansion of the coverage of contracted family doctors for elderly people aged 65 and above in rural areas; Hunan Province has recently Set up 166 emergency response support teams and 105 emergency response professional teams, weaving a "one old and one young" epidemic prevention safety net.

It is worth mentioning that vaccination is also advancing simultaneously.

China has opened the second dose of booster immunization. First, it will be carried out among high-risk groups of infection, the elderly over 60 years old, people with serious underlying diseases, and people with low immunity. Layer "Armor".

To increase protection, another aspect lies in the continued efforts of medical treatment.

According to statistics, China currently has more than 16,000 fever clinics in hospitals above the second level, and more than 41,000 fever clinics and fever clinics in grassroots medical and health institutions.

Fever clinics in medical institutions at all levels "should be opened and set up as much as possible", and at the same time simplify the medical treatment process, increase the allocation of medicines, and improve the efficiency of medical services.

This also adds convenience to the key groups of the new crown to seek medical treatment and medicine.

Chinese officials also require that those who are elderly and have a higher risk of severe infection such as underlying diseases should be referred to a higher-level hospital with diagnosis and treatment capabilities in a timely manner once the infection is found.

"We ask for such elderly people to be referred immediately and go directly to a tertiary hospital for treatment, because at this time only a tertiary hospital can reduce the severity of the disease." In an interview with the media a few days ago, the Director of the Medical Administration Department of the National Health and Health Commission Jiao Yahui pointed out so.

One of the main reasons why it is classified as a "key point" is that the elderly and people with underlying diseases are at higher risk of severe illness or even death after being infected with the new coronavirus.

The treatment of critically ill patients has also become an important part of China's current epidemic prevention and control. All localities are actively transforming designated hospitals and sub-designated hospitals, increasing the critical care reserves of secondary and tertiary medical institutions, and expanding critical medical resources.

At the same time, the capacity of the emergency department is also expanded.

On the basis that "all medical institutions cannot refuse patients for any reason", the National Health and Medical Commission requires that critically ill patients who are under observation in the emergency department be cleared and admitted 24 hours a day, so that emergency resources can be circulated more quickly. Admit and treat more critically ill patients, and maximize the collection and treatment of critically ill patients.

In a few days, China will implement "Class B and B Control" for the new crown virus infection.

It is worth noting that the implementation of "Class B and B management" itself is strengthening the protection of key populations of the new crown.

At the previous press conference of the State Council's Joint Prevention and Control Mechanism, Chang Jile, deputy director of the National Bureau of Disease Control and Prevention, said that after the adjustment to "Class B and Class B", the goal of China's epidemic prevention and control work has been established as "protecting health and preventing severe illness." The focus of work has shifted from preventing infection of the entire population to protecting key populations and reducing severe illness and death. The purpose is to protect the lives and health of the people to the greatest extent and minimize the impact of the epidemic on economic and social development.

From "prevention" to "treatment", the adjustment of China's epidemic prevention policy will help pool more resources for key populations that need protection and treatment.

To provide health services, promote vaccination, expand medical resources, and strengthen the treatment of severe cases, China is taking multiple measures to protect and treat key populations of the new crown, and intensify efforts to protect these "heavy" epidemic prevention and control priorities.
