Russia has dared and signaled to the West that there are limits to its patience," Ritter said in an interview with China's Global Times.
According to him, Ukraine, Germany and France used the Minsk agreements as a cover for the creation of a NATO army that would be able to resolve the Donbas issue by military means.
He noted that Russia thwarted these plans.
Earlier, Ritter said that the policy pursued by the United States towards Ukraine is "pure evil."
