1. Pay attention to "moving the gate forward" and apply Chinese medicine for early intervention

  (1) When medical institutions receive key groups (high risk) and sub-key groups (medium risk) with common symptoms of new coronavirus infection, they should use Chinese medicine as soon as possible as one of the principles of clinical treatment, and strive to be the first Time for traditional Chinese medicine intervention.

  (2) All medical institutions should provide patients with Chinese medicine services such as prescriptions for Chinese herbal medicines, Chinese patent medicines, medical institutions' configuration of Chinese medicine preparations, and Chinese medicine technology in a timely manner based on the principles of TCM three factors and syndrome differentiation and treatment, so as to reduce the transformation of illnesses into severe ones.

  (3) All medical institutions shall prepare and decoct Chinese medicine decoction pieces for patients in accordance with the local agreement prescription of traditional Chinese medicine for the treatment of new coronavirus infection (hereinafter referred to as the agreement prescription of traditional Chinese medicine), so as to reduce the time for patients to visit and wait in the hospital, and improve the efficiency of consultation.

  (4) Health administrative departments at all levels and competent departments of traditional Chinese medicine should expand the team of Chinese medicine (assistant) physicians in township health centers through multiple channels.

Coordinate the selection of TCM physicians from city and county-level TCM hospitals to ensure that each TCM center has at least one TCM (assistant) physician.

Organize and carry out TCM touring medical treatment in rural areas, relying on prefecture-level and city-level TCM hospitals and strong county-level TCM hospitals to form TCM touring medical groups, and sink to township health centers to guide the development of TCM treatment of new coronavirus infections.

Strengthen the training of grassroots medical and health personnel, focusing on training on the treatment of new coronavirus infection with traditional Chinese medicine, the identification and judgment of severe high-risk factors, and traditional Chinese medicine rehabilitation treatment.

  (6) Provincial TCM authorities should organize the establishment of a provincial TCM expert committee (expert group) for the treatment of novel coronavirus infection to guide the TCM treatment of special groups such as the elderly and children.

Research and formulate guidelines for TCM interventions for patients infected with the novel coronavirus, strengthen science popularization, guide the public to correctly understand the efficacy of TCM, and use TCM rationally.

2. Strengthen the integration of traditional Chinese and Western medicine, and further strengthen the medical treatment of severe cases

  (7) The principle of "integration of traditional Chinese and Western medicine and the use of both Chinese and Western medicine" should be adhered to in the treatment of severe diseases, and the medical model of "integrated Chinese and Western medicine with teams, mechanisms, measures, and results" should be further established and improved.

General hospitals above the second level and specialized hospitals should establish a cooperative working mechanism of Chinese and Western medicine for the medical treatment of new coronavirus infection. The hospital-level expert group should be jointly formed by Chinese medicine doctors and Western medicine doctors. Chinese medicine doctors should jointly participate in patient diagnosis and treatment decisions, and carry out joint rounds Multidisciplinary consultation, case discussion, etc.

For severe and critically ill patients, experienced TCM physicians should participate in multidisciplinary joint consultations, jointly study and determine the treatment measures of integrated TCM and Western medicine, and be responsible for TCM treatment and condition observation.

  (9) All medical institutions should, under the guidance of the national diagnosis and treatment plan, actively and rationally use Chinese patent medicines (including Chinese medicine injections), Chinese medicine decoction pieces and Chinese medicine technology in the medical treatment of severe and critically ill patients, and carry out the treatment of Chinese medicine in a homogeneous and standardized manner .

The information system of medical institutions must be able to support the issuance and execution of TCM doctor's orders.

3. Strengthen organizational leadership and do a good job in guaranteeing the treatment of traditional Chinese medicine

  (10) Joint prevention and control mechanisms at all levels (leading groups, headquarters) should increase support and guarantee for the treatment of traditional Chinese medicine, and remove obstacles and solve difficulties in terms of staffing, financial support, drug supply guarantees, and qualification approval.

  (11) The provincial-level joint prevention and control mechanism (leading group, headquarters) should focus on stockpiling and ensuring supply of relevant Chinese patent medicines and Chinese herbal medicines, especially those for severe and critical illnesses, in accordance with the national diagnosis and treatment plan.

  (12) Provincial drug supervision and management departments must promptly approve the allocation of traditional Chinese medicine preparations to medical institutions designated for the treatment of new coronavirus infections for their use among designated medical institutions within their jurisdiction.

In principle, the application for the dispensation and use of traditional Chinese medicine preparations in medical institutions for severe treatment should be completed within 3 working days.
