After the completion of the poverty alleviation goals and tasks, the Central Committee of the Communist Party of China made it clear to maintain overall policy stability during the five-year transitional period.
Improve and improve the dynamic monitoring and assistance mechanism to prevent poverty from returning, and take timely targeted assistance measures for households that are unstable out of poverty, households that are prone to poverty at the edge, and households with sudden and severe difficulties.
As of the end of September 2022, more than 65% of the monitoring objects across the country have eliminated the risk of returning to poverty, and the rest have arranged targeted assistance measures.
When reviewing the relevant work in 2022, Liu Huanxin pointed out that the dynamic monitoring and assistance mechanism to prevent returning to poverty has played an effective role. All localities have early detection, early intervention, and early assistance to farmers at risk of returning to poverty, and there has been no large-scale return to poverty.
At the same time, the employment situation of the labor force out of poverty remained stable, and the employment scale of migrant workers reached a new high.
Liu Huanxin said that the growth rate of per capita disposable income of farmers in poverty-stricken counties is higher than the national average level of farmers, and the per capita net income of people who have been lifted out of poverty across the country continues to maintain rapid growth.
New progress and achievements have been made in rural construction, rural governance and rural spiritual civilization.
According to official data, in the first three quarters of 2022, the number of migrant workers out of poverty across the country reached 32.687 million, exceeding the annual target.
Each of the 832 poverty alleviation counties across the country has cultivated 2 to 3 leading industries with outstanding advantages and strong driving forces.
Rely more on development to consolidate and expand the achievements of poverty alleviation, and enhance the endogenous development motivation of poverty-stricken areas and people who have been lifted out of poverty.
