  1. Adjust and optimize the campus testing strategy

  Colleges and universities no longer carry out nucleic acid screening for all staff, and carry out nucleic acid or antigen testing for key personnel in the school in accordance with relevant regulations.

In addition to returning to school across regions, teachers and students of higher education institutions are not required to provide nucleic acid certificates when entering and leaving school gates and public areas of the campus. The health inspection methods for other foreigners entering the campus shall be stipulated by the territory or the school after obtaining the consent of the territory.

According to actual needs and local conditions, primary and secondary schools and kindergartens carry out suitable nucleic acid tests such as teacher and student screening, round inspection, and random inspection. Teachers and students do not need to provide nucleic acid certificates when entering and leaving the school, and other outsiders must provide nucleic acid certificates when entering the campus.

  2. Scientifically arrange education and teaching methods

  Schools without epidemics carry out normal offline teaching activities.

During the epidemic period, primary and secondary schools and kindergartens adopt strict closed management, and colleges and universities can implement district management.

After the outbreak of the epidemic in colleges and universities, timely take measures to evacuate personnel such as reducing human contact, implementing online teaching, and adjusting teaching arrangements.

Primary and secondary schools take classes as units. After an infected person appears, the county (district) level education administrative department where the school is located will propose and implement prevention and control measures in conjunction with health and disease control departments.

After an infected person appears in the kindergarten, temporary closure measures can be taken.

After the epidemic is lifted, normal education and teaching should be resumed in time.

  3. Strengthen the ability of campus epidemic prevention and control

  During the epidemic period where the school is located, multiple parties collaborated to prevent the risk of epidemic import and spread, to detect, treat and manage infected persons in a timely manner, and to control the clustered epidemic situation in the school.

The local health, disease control and education departments guide and support colleges and universities to create conditions for the construction of school health stations, scientifically determine the number of beds according to the number of teachers and students in the school and the needs of epidemic prevention, and provide sufficient medical care and service guarantee personnel, medical drugs and equipment. It is necessary to create relatively independent accommodation conditions for asymptomatic infections and mild cases on campus, and provide temporary health monitoring or appropriate symptomatic treatment and other related services, and set up fever clinics in campus dormitory areas and other student gathering areas to provide fast and convenient medical services.

Hospitals of colleges and universities should coordinate and manage the medical resources of the whole school, create conditions to set up fever clinics and isolation treatment areas, implement a 24-hour on-duty system, announce hotlines or online service windows, and provide medical consultation services for teachers and students.

Primary and secondary schools strengthen the construction of clinics (health rooms), strengthen the professional training of practitioners, equip necessary medical drugs, set up health observation rooms for teachers and students, provide temporary observation for teachers and students with fever and other symptoms, and guide parents to take students back home safely.   4. Improve the green channel for professional treatment

  The health, disease control, and education departments of the school's territory support the school-local coordination, establish a stable connection mechanism between the school and relevant hospitals, coordinate the local hospital Baolian School, arrange for hospital medical staff to work together in the school, and improve the transfer of relevant cases in the school to relevant departments. Adhere to good hygiene habits such as wearing masks and washing hands frequently, strengthen physical exercise, maintain a healthy lifestyle, and improve health literacy and self-protection capabilities.

Strengthen the health monitoring of teachers and students, measure the body temperature of teachers and students when they enter the school, and take corresponding measures such as observation in time if they find fever symptoms.

Teachers and students with fever, dry cough, fatigue, sore throat and other symptoms are not allowed to work and study at school with illness.

Primary and secondary schools and kindergartens implement the morning and afternoon inspection system, the infectious disease epidemic reporting system, and the tracking and registration system for absenteeism due to illness, etc., to improve the informatization level of disease monitoring and early warning.

  6. Strengthen school material reserves

  Schools dynamically reserve traditional Chinese medicines, symptomatic treatment drugs, and antigen detection reagents related to new coronavirus infection according to 15-20% of the total population, and schools with large populations can increase as appropriate.

Reserve enough common epidemic prevention materials such as masks, disinfection supplies, and safety temperature measurement equipment.

Anti-epidemic materials should be kept in reserve for more than one week, and stable supply channels should be established to ensure that they are sufficient and applicable in emergency situations.

Once a large-scale cluster of epidemics occurs in the school, the territory should give priority to ensuring the supply of school living materials and epidemic prevention materials, and give priority to treating infected people in the school with special needs.

  Adhere to the common prevention of people, things and the environment and the common prevention of multiple diseases.

Implement the sanitation management system and disinfection system in public areas on campus.

Maintain air circulation in teaching areas, dormitories, public toilets and other places, and minimize the use of indoor closed spaces without natural ventilation.

  8. Improving the service guarantee for teachers and students

Education administrative departments at all levels implement industry management responsibilities, organize the formulation and implementation of epidemic prevention and control work plans for the education system in the region, coordinate and solve difficulties and problems in school epidemic prevention and control in a timely manner, and strengthen daily guidance, supervision and inspection.
