At the end of 2022, the deputies are taking a break for the holidays after six stormy first months in the hemicycle.

They will not resume their debates until January 9 with a very busy parliamentary agenda.

The election of

Yaël Braun-Pivet as President of the National Assembly

 will remain the most symbolic moment of this beginning of the legislature.

First woman to reach the perch, she is the fourth character of the State.

A key role in parliamentary life, especially since the Assembly is now at the center of political life.

Because the government does not have an absolute majority and must try to find compromises on each piece of legislation.

Otherwise, the executive is forced to use article 49-3 of the Constitution.

Ten uses were made

of it this fall on budgetary texts.

The other surprise this year is the creation of a parliamentary alliance between left-wing parties, set up a few weeks before the legislative elections.

But six months later, the coalition is in crisis in particular because of

the Quatennens affair

, and the divisions are more and more marked internally.

The Republicans, a coveted group

LR parliamentarians are highly coveted.

Although they only form the fourth political force in the hemicycle with only 62 deputies, they are the pivotal group.

Deprived of an absolute majority

, the government needs them to pass its bills.

For six months, the National Assembly has become a cauldron.

The return to parliament, with texts such as pension reform, promises to be eventful.

A very busy parliamentary agenda at the start of the school year

For Emmanuel Macron, it is the mother of battles.

And for the unions, it will certainly be the mother of mobilizations.

The pension reform must be presented on January 10 by

, and the right is essential to the government to pass this reform.

Another high-risk text for the executive: the new asylum and immigration law, which provides in particular for the creation of a residence permit for “jobs in tension”.

As with the pension reform, the majority hope to be supported by Les Républicains.

Regarding the two pillars of its energy strategy, the government will pass a first test with the vote of the law accelerating the development of renewable energies, followed by the law aimed at accelerating the deployment of nuclear power.

The government forced to compromise

Finally, in the first half of 2023, Éric Dupond-Moretti should try to pass his bill to strengthen the means of justice.

A project which was to be presented at the beginning of December but which had been postponed due to the risk of strikes linked to the pension reform.

Without an absolute majority, the government will be forced to compromise to continue to reform.

Because by the end of the parliamentary session in the summer, he will only be able to use the 49-3 weapon once.
