Several Republican deputies wish to propose a law to toughen the criminal responsibility of minors who commit offenses, but also of their parents.

A text supported by David Lisnard, president of the Association of Mayors of France, who considers at the microphone of Europe 1 that "it is up to parents to be responsible" for the actions of their children.

You may remember this violent attack that took place in Cannes last August.

An 89-year-old woman was violently beaten in the face in front of her residence by two young people aged 14 and 15 who wanted to steal her purse.

The attackers were convicted a few weeks ago in juvenile court.

A worrying juvenile delinquency.

The Republican deputies therefore want to act with a bill.

Up to two years in prison and 30,000 euros fine for parents

It aims to toughen the criminal responsibilities of young people, but also of their families.

Among the measures envisaged, the lowering of criminal responsibility to 13 years instead of the current 16 or 18 years and the commitment of criminal responsibility for parents.

They would risk up to two years in prison and a fine of €30,000 for failure to meet their educational obligations.

A text which is also defended by the president of the Association of Mayors of France, David Lisnard.

"A kid of fourteen or fifteen today is not the same as in the post-war period when our law was designed in this area with the 1946 order. The criminal responsibility of minors must be lowered ", especially for serious acts, where there is strong physical or moral harm. The idea is to strengthen the three pillars which should enable us to curb this growing youth delinquency, especially young girls", details the mayor of Cannes.

"It's more punishment of the young people in question with real reformatories that are really supervised, more education and instruction and much more rigor in this education. And finally, empowering the parents of minor children. Each child can do stupid things, can transgress, but if he commits offenses, it is also up to the parents to be responsible. It is not society. I only believe in individual responsibility, "explains the elected official.

For the moment, no timetable has been set for the presentation of this bill.
