Do not apply algorithm recommendation services to minors

"My child's ideal life when he grows up is to be an anchor, watching videos during the day and playing games at night," said Wang Qiong (pseudonym), who lives in Chaoyang District, Beijing.

Her son Xiao Yang is in the third grade of junior high school this year, and he came up with such an idea because of the "Internet celebrity" anchor he has been following on a certain platform.

When Xiao Yang was in the fifth grade of elementary school, Wang Qiong downloaded a small program on his mobile phone and asked his son to clock in every day to learn English.

Unexpectedly, my son became obsessed with live webcasting.

Wang Qiong believes that these short videos and online game anchors give minors an illusion: life is playing games, eating, drinking and having fun.

Xiao Yang is not the only minor who wants to become an anchor when he grows up.

The son of Sheng Yuchao (pseudonym), a resident of Jizhou District, Tianjin, also has the same "ideal" - he wants to be the most edible game anchor when he grows up.

Sheng Yuchao's son, Xiaosheng, is a second-year student in a middle school in Jizhou District, Tianjin. He started playing games on his mobile phone a few years ago, and later became obsessed with short videos related to games.

Underage girls are also affected by online short video content.

Yang Rui (pseudonym), who lives in Dongcheng District, Beijing, found that her daughter, who is in the fifth grade of elementary school, likes to follow short video online dramas after taking online classes. Match clothes and hairstyles by yourself.

Sometimes, the daughter will use the phone watch to chat with classmates about dramas, saying "So-and-so (male lead) is so handsome" and "A certain classmate in grade looks like XX (male lead)".

Gao Wenjun, an associate researcher at the Institute of Sociology of the Chinese Academy of Social Sciences, believes that with the rapid development of Internet technology, more and more new media that are participatory, interactive, wide-spread, and fast-spread are integrated into the daily lives of minors. It has become an important way for them to receive information, study, leisure and entertainment, and socialize.

The use of these new media and some subcultures based on the new media may have an impact on the values of young people.

Recently, the Social Psychology and Behavior Laboratory of the Chinese Academy of Social Sciences and the Social Sciences Literature Publishing House jointly released the "Blue Book of Minors: A Research Report on the Digital Life and Network Protection of Chinese Minors (2021-2022)" (hereinafter referred to as the "Blue Book of Minors"). ), which discloses that the frequent use of online content media affects the value orientation of minors.

The reason why the Blue Book of Minors draws this conclusion is based on the analysis of a sample survey of school students aged 6 to 18 and their parents conducted nationwide in 2021 by the "Digital Life and Network Protection of Minors" research group. A total of 21,733 valid student questionnaires and 19,804 parent questionnaires were collected.

According to the data disclosed in the Blue Book of Minors, minors who frequently watch videos or short videos are 12.31 percentage points more likely to value wealth and success than minors who never or rarely watch videos or short videos , 4.07 percentage points higher than those who value social fame, and 16.55 percentage points higher than those who value outstanding image.

Gao Wenjun is also a member of the research group of "Digital Life and Network Protection of Minors".

In her view, these results suggest that the frequency with which short videos are viewed may affect the degree to which minors attach extrinsic value.

However, it is worth noting that watching short videos may have a greater impact on the value orientation of urban minors in terms of urban-rural comparison; in terms of age, watching short videos may have a greater impact on the value orientation of senior students.

The Blue Book of Minors also revealed that compared with minors who never or rarely play online games, the proportion of minors who value wealth and success is 10.07 percentage points higher, and the proportion of minors who value social fame is higher than that of minors who never or rarely play online games. 4.82 percentage points, 10.17 percentage points higher than those who value outstanding image.

Gao Wenjun said that judging from the results, the frequency of playing online games may affect the external value orientation of minors.

In terms of urban-rural comparison, playing online games may have a greater impact on rural minors; in terms of age, playing online games may have a greater impact on the value orientation of high school students.

Gao Wenjun believes that online media such as short videos, videos, and online games may have the problem of simplification in the value output of content products that meet the requirements of laws and regulations, making minors pay more attention to external value orientations such as wealth, fame, and appearance. , and reduce their attention to personal growth and other intrinsic values, "Therefore, we must pay attention to how to make online content media play a positive role in guiding the value orientation of minors."

Gao Wenjun told the "Rule of Law Daily" reporter that wealth, fame, and appearance are neutral values in themselves. It is normal to pursue these values, but we must pay attention to the problem of excessive attention. When minors use online media, they focus on these values too single. Other values such as personal growth and enthusiasm for public welfare cannot be seen.

Yuan Zhijie, a professor at Beijing Normal University Law School, agrees.

He believes that attention should be paid to avoiding the "information cocoon" problem caused by algorithm recommendation. If the algorithm recommendation service is applied to minors, it will form a strong "information cocoon" effect, and children should be allowed to see diverse information .

  How to solve the problem?

Gao Wenjun believes that the development of my country's Internet has passed the barbaric growth period, and the penetration rate of minors in various fields such as online social networking, online shopping, online video, and online games has reached a relatively high level. The attention and requirements of digital content are getting higher and higher, so platform companies should not only focus on attracting traffic, earning profits and other commercial value and capital interests, but should pay more attention to the value orientation of digital content.

Gao Wenjun suggested that we should give full play to the social responsibilities of platform companies, strengthen industry self-discipline, provide minors with high-quality digital content, actively build a clear cyberspace, form a positive guiding role in the values of minors, and help minors protect the Internet promote.

According to Wang Yunhui, an associate researcher at the Henan Academy of Social Sciences, in addition to strengthening self-discipline and consciously fulfilling social responsibilities, platform companies must also strengthen the governance of online platforms in accordance with the law and implement heterogeneous laws.

According to the "Implementation Outline for the Construction of a Rule of Law Society (2020-2025)", promote the coverage of social governance from real society to cyberspace, establish and improve a comprehensive network governance system, strengthen the management of the network according to the law, run the network according to the law, and use the Internet according to the law, and comprehensively promote the rule of law in cyberspace to create a clear cyberspace.

The "Implementation Outline for the Construction of a Rule of Law Society (2020-2025)" also proposes to promote the extension and application of existing laws and regulations to cyberspace through methods such as legislation, reform, abolishment and interpretation.

Improve laws and regulations on network information services, revise Internet information service management measures, research and formulate measures for the management of credit information of seriously untrustworthy Internet information service entities, formulate and improve new media formats such as webcasting, self-media, knowledge community Q&A, and algorithm recommendations, depth Standardized management measures for counterfeiting and other new technology applications.

Wang Yunhui suggested that according to my country's law-based society construction plan, the laws and regulations on network information services should be improved as soon as possible, such as the introduction of special laws and regulations on the protection of minors on the Internet as soon as possible, to form a systematic and holistic regulatory system, and to encourage platform companies to actively explore and use New technologies such as big data and artificial intelligence allow algorithms to support the push of high-quality digital content and the push of content with multiple values.
