• Comunidad Madrid invests 68.2 million euros in the municipal police forces of the region

The Community of Madrid is going to install cameras next year in the 67 towns in the region that do not have a Municipal Police and do not have a Civil Guard barracks.

These devices will be connected to the Municipal Coordination Center (CECOM) of the Madrid 112 Security and Emergency Agency and can be viewed in the event of any event or emergency.

This is

a project in which a little more than 2.5 million euros will be invested and which will shortly be in the bidding phase

for its immediate development, according to sources from the Community of Madrid.

The idea is to launch it in the first quarter of next year 2023 after two difficult years for the emergency services, marked by the pandemic and also by the effects of the Philomena storm.

The mechanisms to be installed

are traffic cameras with OCR (Optical Character Recognition)

and have the option of reading and identifying the license plates of cars and vehicles that are in circulation or parked.

The devices

are connected to a database, depending on what they are registering,

and when reading the license plates they check the necessary or indicated information.

For the installation of these cameras, the Community does not need to request permission from the Video Surveillance Commission of the Government Delegation of Madrid, since they are cameras that detect infractions among drivers.

The Community of Madrid has already carried out an audit in several municipalities to assess all possible aspects for its installation and the place where it can be placed.

“These cameras are going to be located in towns that lack a Municipal Police.

These are

municipalities that need a plus in terms of security

that they cannot give themselves, ”explains Luis Miguel Torres, general director of Security, Civil Protection and Training, dependent on the Ministry of the Interior and Justice of the Community of Madrid.

"We already have the pilot project and now we are evaluating the conditions of each municipality for the installation of OCR cameras," he adds.

"We must bear in mind that

we need good coverage conditions, fiber optics and a mobile card for its installation

and we have to assess all these circumstances," according to the Director of Security.

In some municipalities, in addition, several cameras could be installed in the urban area and also in the most remote urbanizations.

“It is something that we have projected.

There are some urbanizations of municipalities with more neighbors than the town itself

and it is a possibility that they are placed, it is also those residential centers, "adds Luis Miguel Torres.

The pilot project has already been drafted and there are numerous towns that are very interested in the initiative, so it could be launched very soon in one of the municipalities located in the Sierra Norte of the region that is furthest away from the capital.

For the installation of these cameras

, some lighting poles or concrete poles

will also be used, which makes the assembly cheaper and the work that must be carried out will be very small.

"What I do want to clarify is that they are not cameras with radar or to fine cars," says Luis Miguel Torres.

"This is a measure to support security for the municipalities that have asked us for support in this regard because they do not have a Municipal Police staff."

The control of these cameras will be at the expense of the CECOM (Municipal Coordination Center)

located at the headquarters of 112 in Pozuelo de Alarcón.

This body is in charge of facilitating the work of the different police forces that operate in the region, as well as their cooperation with emergency forces.

CECOM will be able to manage these cameras to observe a relevant event: «We will have the possibility of viewing the cameras at the moment an alarm goes off or an event occurs that makes us need to check stolen vehicles, a crime or any other event. another circumstance”, stresses the director of Security.
