According to congressmen, Washington should provide partners with strategic and long-term security support "in advance of the conflict in order to effectively deter acts of aggression and, if necessary, respond to them."

American politicians also noted that financial assistance to Ukraine, Eastern European countries and other states could be a signal of demand.
