  Investigators have spent the past few months combing through pipe fragments and analyzing remnants of explosives recovered from the bottom of the Baltic Sea after the explosion caused what may be the largest ever leak of methane gas.

Seismologists have timed three explosions on Sept. 26 that caused four leaks in the Nord Stream 1 and 2 pipelines.

  "There is currently no evidence that Russia is behind this sabotage," said a European official, which was in line with the assessment of 23 diplomatic and intelligence officials from nine countries interviewed in recent weeks, the report noted.

  "The justification for Russia (attacking the pipeline) never made sense to me," said another Western European official.

  Months of difficult investigations have failed to prove Russian involvement in any meaningful way.

Given the lack of hard evidence, one European official said: "Governments that do not jump to conclusions are doing the right thing."

  At the same time, the United States has not heard or read the Russian statement claiming responsibility from intelligence sources.

  Swedish Foreign Minister Bilstrom said the Swedish government was waiting for the country's independent prosecutor's office to complete its investigation, while the country and Denmark stepped up naval patrols after the attack.
