On Wednesday, December 21, an expanded meeting of the Collegium of the Russian Defense Ministry was held at the National Center for Defense Control of the Russian Federation, in which, including via videoconferencing, about 15,000 officials of the Russian Armed Forces took part.

It was attended by President Vladimir Putin and Defense Minister Sergei Shoigu.

The head of state began his speech with a moment of silence in memory of those who died during the NMD: “Today we must honor the memory of all our comrades who gave their lives for the Motherland.”

He also conveyed sincere words of gratitude to the soldiers and officers who are now on the front line or in the personnel training centers.

According to him, all of them fulfill their military duty with dignity, risk their lives, sparing no effort.

Structural changes in the RF Armed Forces

During his speech, Sergei Shoigu proposed to gradually increase the age of conscription of citizens for military service due to the fact that NATO is building up its military potential and expanding at the expense of Finland and Sweden

“When recruiting the Armed Forces, gradually increase the age of conscription of citizens from 18 to 21 years, and raise the limit to 30 years.

Provide an opportunity, at the request of citizens, to enter military service under a contract from the first day of joining the service, ”Shoigu said.

In addition, the head of the Ministry of Defense announced the need to increase the number of Russian Armed Forces to 1.5 million military personnel, including 695 thousand contract soldiers.

He also advocated the creation of two interspecific strategic territorial associations - the Moscow and Leningrad military districts, the formation of ten new divisions, including three motorized rifle divisions, two of which will be deployed in the Zaporozhye and Kherson regions.

In addition, in his opinion, it is necessary to create eight bomber aviation regiments and one fighter regiment, six army aviation brigades.

As Shoigu pointed out, this is necessary "for a guaranteed solution to the tasks of ensuring the military security of the Russian Federation."

Vladimir Putin agreed with the voiced proposals: "After discussion at the board, I ask you to report, and we will also talk about this in detail."

Mobilization

150,000 of the 300,000 mobilized are now in the NVO combat zone, Vladimir Putin said.

According to him, the other half are being trained at military training grounds.

“This is practically a strategic reserve, which is not used in hostilities today, but people there are undergoing combat training,” Putin said.

Speaking about the partial mobilization, the president indicated that it revealed "certain problems."

According to him, it is necessary to take measures and build the system in a modern way.

The head of state also called for modernizing the system of military commissariats, updating the systems of civil and territorial defense, and interaction with industry.

In addition, it is necessary to improve the system of accumulation and storage of weapons of military equipment, material resources for the deployment of units and formations for mobilization.

Sergei Shoigu admitted that the mobilization training system was not fully adapted to the current economic relations: "All the shortcomings had to be corrected on the go."

According to the head of the Ministry of Defense, partial mobilization made it possible to increase the combat capabilities of the troops and intensify combat operations in the NVO zone.

“The troops liberated the territory five times larger than that which the Luhansk and Donetsk People’s Republics occupied until February 24,” Shoigu said.

He also drew attention to the fact that more than 830 thousand Russians working at defense industry enterprises and a number of socially significant areas were exempted from conscription.

Army modernization

There are no restrictions on financing the army, Vladimir Putin noted, addressing the Minister of Defense, the Chief of the General Staff and all the commanders who gathered at the meeting.

“The country, the government give everything that the army asks.

Everything.

I hope that the answer will be properly formulated and the corresponding results will be achieved,” the President of the Russian Federation said.

He stressed that the equipment of the fighters should be modern, convenient and reliable, and the supply should be based on real needs.

Putin also stated the need for the development and use of combat drones, their use in the course of the military defense has become almost universal.

In addition, the military was called upon to work out the issues of "expanding the arsenals of modern strike weapons."

At the same time, the Russian leader pointed out that the Kremlin was not going to engage in the militarization of the country: "We will not repeat the mistakes of the past, when in the interests of increasing defense capability, where it was necessary and where it was not really necessary, we destroyed our economy."

NWO

The tasks assigned to the Russian armed forces as part of a special military operation will be fulfilled, Vladimir Putin stated with confidence.

According to him, sergeants and officers are courageously and staunchly fighting for Russia, step by step solving the assigned tasks.

“And these tasks will, of course, be fulfilled in all territories of the Russian Federation, including new territories, and the safe life of all our citizens will be ensured,” he said.

Putin also stressed that all those who proved themselves during the SVO should, as a matter of priority, be promoted to new command positions and be the first personnel reserve when entering military universities and academies.

As Sergei Shoigu added, the NVO demonstrated the high professionalism of the military command and the readiness of military personnel to perform the most difficult combat missions, while domestic weapons and military equipment confirmed "exceptional reliability and efficiency."

“Russian servicemen during a special military operation show courage, resilience and selflessness.

Over 100,000 people were awarded state awards, 120 of them were awarded the title of Hero of the Russian Federation.

During the special operation, more than 260,000 professional servicemen gained combat experience,” the Minister of Defense stated.

Ukraine

Russia's clash with hostile forces in Ukraine was inevitable, so "today is better than tomorrow," Vladimir Putin said.

He stressed that the current events are a common tragedy for the two countries, but it was "the result of the policy of third countries" that sought to disintegrate the Russian world.

According to the head of state, after the collapse of the USSR, Moscow’s geopolitical opponents began to take “everything that lies badly” and “brainwash” people in the post-Soviet space, including in Ukraine: “And they did it quite successfully.”

At the same time, as Putin recalled, Russia has been trying for decades to build “fraternal relations” with Ukraine in the new geopolitical conditions: “They gave loans and almost free energy supplies for years.

No, nothing worked, just nothing."

Sergei Shoigu also pointed out that the source of the conflict in Ukraine was the coup d'état in Kyiv financed by the West in 2014, as a result of which anti-Russian forces came to power, dividing the fraternal peoples, which provoked an armed confrontation in the Donbass.

At the same time, the head of the Defense Ministry added that Moscow is concerned about the desire of the West to prolong military operations in Ukraine as much as possible in order to weaken Russia.

NATO

The military potential and capabilities of almost all major NATO countries are actively used against Russia, Vladimir Putin stated.

As the Russian leader noted, Moscow knows all the information about the forces and means used by the North Atlantic Alliance during the NWO.

“All this should be carefully analyzed, used to build our armed forces, to increase the combat capabilities of our troops, as well as domestic special services,” the head of state emphasized.

In turn, the head of the Russian Defense Ministry noted that 27 countries of the world, including the United States and NATO members, spent $ 97 billion on arms supplies to Ukraine. At the same time, the Kyiv regime uses more than 500 spacecraft provided by the alliance and the United States during the NMD.

Vladimir Putin also pointed out that Russia's "strategic adversaries" have had the goal of "disintegrating, weakening and dividing" the country for centuries: crush."

At the same time, according to him, Russia has always adhered to other attitudes and wanted to become "part of the so-called civilized world."

It seemed that this would happen after the collapse of the USSR.

“And as it turned out, we were not expected there, despite all our efforts and attempts.

I say this with my work in mind: I also made these attempts, our attempts, to get closer, to become part of this.

On the contrary, other actions were taken, including with the use of international terrorists in the Caucasus, in order to finish off Russia, tear apart the newly created Russian Federation," the Russian leader stressed.

nuclear triad

The combat readiness of the nuclear triad is the main guarantee of maintaining the sovereignty and territorial integrity of Russia, as well as the balance of power in the world as a whole.

This was stated by Vladimir Putin.

The head of state noted that in 2022 the level of modern weapons in the strategic nuclear forces exceeded 91%.

“In the near future, Sarmat intercontinental ballistic missiles will be put on combat duty for the first time,” he said.

Also, the rearmament of the Strategic Missile Forces regiments with a modern missile system with a hypersonic warhead "Avangard" continues, the troops receive missile systems "Yars".

In addition, serial deliveries of the Tsirkon sea-based hypersonic missile have begun.

At the same time, at the beginning of January 2023, the frigate Admiral of the Fleet of the Soviet Union Gorshkov with hypersonic missiles on board will enter combat service in an unplanned area of \u200b\u200bthe World Ocean.

In turn, Sergei Shoigu said that in 2022, 650 high-tech facilities were built for the strategic nuclear forces, including for the placement of Avangard, Yars and Sarmat missile systems.

In addition, he confirmed that the strategic nuclear forces of Russia in the course of a special exercise "successfully worked out the tasks of delivering a massive nuclear strike in response to the use of weapons of mass destruction by the enemy."

According to him, in the coming year, it is necessary to put 22 launchers with intercontinental ballistic missiles on combat duty and take three Tu-160M strategic missile carriers.
