In 2015, Mats Löfving took over as head of the police's National Operative Department, Noa.

Shortly afterwards it became clear that Linda Staaf had been given the role of head of intelligence in the same department, which was presented under the heading "Mats Löfving's new gang" on the police intranet.

Seven years later, the relationship between Löfving and Staaf and the reports that shook the police leadership in recent weeks were revealed.

Last week, national police chief Anders Thornberg appointed an external investigation into the events - where the assignment went to former chief councilor Runar Viksten.

On Wednesday, a meeting was held at the police station where Viksten received the formal assignment.

- First of all, I will map out what has happened and look at how the various regulations that exist have been followed.

The national police chief must be examined

In addition to Löfving and Staaf's actions since 2015, Anders Thornberg is also to be examined.

What did the national police chief know, when did he find out - and how did he act?

- Since the task is to look at everything that has existed, I will also look at the decision of the national police chief, says Runar Viksten.

According to several employees within the police, who SVT has spoken to, the relationship between Löfving and Staaf has been well known for several years.

But the police's national media center does not want to answer when Thornberg found out.

"We see no reason to answer such questions until it is ready", they write and refer to the investigation.

Preliminary investigation underway

At the same time, a preliminary investigation is underway into suspected gross misconduct at the Special Prosecutor's Chamber regarding the appointment of Linda Staaf in 2015. Therefore, Runar Viksten will not go into it during his investigation.

- Some parts are under preliminary investigation and of course I should not interfere with the prosecutor's domains.

But of course I will turn over all stones.

If I discover something criminal, I will report it to the police and prosecutors, he says.

Anders Thornberg has so far only allowed himself to be interviewed on the police intranet and by the news agency TT.

- I have implemented a series of measures that I cannot tell you about, and I feel safe with how I have handled it, Thornberg tells TT.
