China News Agency, United Nations, December 20th, the United Nations Security Council held a public meeting on the Afghan issue on the 20th.

Zhang Jun, China's permanent representative to the United Nations, spoke at the meeting, calling on the international community to increase support for Afghanistan.

On the same day, Otunbayeva, Special Representative for Afghanistan and head of the United Nations Assistance Mission in Afghanistan, and Griffiths, UN Under-Secretary-General for Humanitarian Affairs, made briefings.

Otunbayeva said the Afghan Taliban could not satisfactorily deal with terrorism, the economy, and the issues of women and girls.

The only way forward for Afghanistan is through a more pluralistic polity where all are represented and voiced.

Griffiths said that 97% of Afghans live in poverty, and the country's humanitarian needs continue to deepen. About two-thirds of the population must rely on humanitarian aid to survive.

Zhang Jun said that Afghanistan is at a critical stage where a lot of waste is waiting to be rebuilt, and there is still a long way to go to achieve peaceful development.

The Afghan people should not be forgotten, and the international community should step up efforts to provide more support and assistance.

He elaborated four points on this:

One is to resolutely combat terrorism.

The international community should adhere to solidarity and cooperation, abandon double standards and politicized practices, help Afghanistan to effectively combat terrorism and organized crime, and resolutely prevent Afghanistan from becoming a base for terrorist organizations such as "Islamic State", "Al-Qaeda" and "Eastern Iraqi Movement" again. distribution center.

China urges the Afghan Taliban to draw a line with all kinds of terrorist forces and take firm and forceful measures to ensure the safety of the Afghan people, diplomats and citizens in Afghanistan.

The second is to help Afghanistan get rid of the plight of people's livelihood.

The sharp cuts in aid by developed donor countries have led to a shortage of humanitarian resources, which is an important factor causing Afghanistan's current predicament.

At the same time, the obstacles caused by unilateral sanctions to humanitarian assistance are still prominent.

The frozen overseas assets of Afghanistan have not returned to the hands of the Afghan people.

The third is to support Afghanistan in achieving sound development.

The various problems facing Afghanistan are intertwined, and solutions must be found from the root causes.

The rights and interests of Afghan women and girls to receive education and achieve employment should be guaranteed.

In the past year, the Afghan interim government has actively stabilized the economy, steadily increased tax revenue, and carried out economic and trade cooperation and interconnection with countries in the region. The relevant progress is worthy of encouragement.

The international community should help Afghanistan restore its domestic market, thoroughly eradicate the root causes of turmoil, and embark on the road of lasting peaceful development.

The fourth is to maintain dialogue and contact.

Only by maintaining contact with the Afghan interim government in a pragmatic manner can we enhance understanding and mutual trust, exert positive influence, and better promote the peaceful development of Afghanistan.

Under the current situation, the Security Council should seriously consider the arrangements for the sanctions mechanism against the Taliban in Afghanistan to prevent negative impacts on Afghanistan's economic and social development.

Travel waivers are a necessary tool to maintain contact, not a bargaining chip.

Regrettably, the Security Council was unable to reach a consensus on an extension of the exemption in September this year.

Zhang Jun said that for a long time, Afghanistan's neighbors and surrounding countries have made great efforts to support the Afghan peace process.

China supports the important role of the United Nations in helping Afghanistan's peaceful reconstruction, and is willing to work with the international community to make more contributions to the realization of peace, stability and development in Afghanistan.
