The text of the administrative decision regarding “conditional admission to the equivalency of a secondary school completion certificate” issued yesterday by the Undersecretary of the Ministry of Education for Academic Affairs, Dr. Muhammad Ibrahim Al-Mualla, included 9 articles. The first article was the definition of governmental and non-governmental educational facilities that provide educational services from Kindergarten to the end of the secondary education stage, in addition to the definition of conditional admission, which is an admission granted by a higher education institution to the applicant to study in one of its programs. Admission is conditional on achieving certain conditions during a specific period. In the event that the student does not fulfill these conditions in the specified period, the higher education institution may cancel the admission Conditional and not allowing the student to complete the study.

The second article came to confirm the commitment of higher education institutions to three mandatory conditions for accepting students in higher diploma and bachelor’s programs, which is a certificate of completion of secondary school education certified by the Ministry or by the Emirates Foundation for School Education for graduates of public schools within the country, and an equivalency issued by the Ministry for a certificate of completion of secondary school education for graduates Private schools within the country, in addition to an equivalence issued by the Ministry for a certificate of completion of secondary school studies for graduates of public and private schools outside the country.

And the third article in the circular showed that in the event that the applicant does not obtain the certification or equivalence stipulated in Article Two, the higher education institution may grant the student conditional admission to the diploma, higher diploma and bachelor’s programs, provided that he submits a letter of no objection to conditional admission issued by the Ministry.

As for Article 4, it clarified that in the case of conditional admission stipulated in Article 3, the higher education institution is obligated to register the student in the specified qualifying subjects and during the period stipulated in the conditional acceptance letter issued by the Ministry, and not to count the qualifying subjects as hours for graduation and not to include them in the calculation Cumulative average.

Article 5 indicated that in the case of conditional admission, the higher education institution may grant the student final acceptance in the event that he achieves the provision of certification or equivalence stipulated in Article 2, or passing the qualifying subjects specified in a letter of no objection to conditional admission issued by the Ministry, or passing at least For twenty-four (24) academic hours in the specialization to be successfully studied, during or at the end of the conditional admission period.

Article Six confirmed that in the event that the student does not fulfill the conditions stipulated in Article Five at the end of the conditional admission period, the higher education institution may take one of the measures, which is to cancel the conditional admission and not allow the student to complete the study, or extend the conditional admission period for one semester only after the end of the stipulated period. In a no objection letter of conditional acceptance issued by the Ministry.

In Article Seven, higher education institutions are obligated to provide the Ministry, at the beginning and end of each semester, with a report on students who have been granted conditional admission by providing attestation or equivalence of a secondary school completion certificate, provided that the report includes all the student’s data in his educational file.

Article 8 affirmed that higher education institutions bear full responsibility for the obligation to implement the provisions of this decision, and higher education institutions must arrange their conditions in accordance with the date of entry into force of the provisions of this decision, “provided that the concerned departments in the ministry follow up on the commitment of higher education institutions in the country to implement the provisions of this decision, and submit Its reports in this regard to us to take what we deem appropriate regarding any violation of these conditions.

In Article Nine, this decision shall be communicated to whomever is required to implement it and act accordingly, and every provision that contradicts its provisions shall be repealed.
