The construction of data infrastructure system is related to the overall situation of national development and security.

In order to speed up the construction of a basic data system, give full play to the advantages of my country's massive data scale and rich application scenarios, activate the potential of data elements, make the digital economy stronger, better and bigger, enhance new momentum for economic development, and build new advantages in national competition, the following opinions are hereby offered.

1. General requirements

  (1) Guiding ideology.
