Because as long as a member raises an objection and is seconded by 15 members, it is necessary to change the voice vote to voting; therefore, if Congress adopts the voice vote, it often means that the resolution can basically be passed.

  In the 15th general election of Malaysia held last month, no political party (coalition) won more than half of the seats. In the end, the Hope Alliance, which won about 40% of the parliamentary seats, took the lead with the National Front, Sarawak Political Party Alliance, Sabah The Awami League and the Warisan Party formed a unity government.

However, opposition parties such as the National League have repeatedly questioned the formation of a unity government.

Prime Minister Anwar of the new government had previously promised that a vote of confidence in the new government would be conducted first after the new Congress meets.

  Before this vote, the coalition of political parties participating in the unity government had signed an agreement, promising to restrain subordinate members of parliament with party discipline in the vote of confidence in the new government.

Since the political parties of the unity government occupy two-thirds of the seats in the National Assembly, local observers generally believe that Anwar's government has no big problem in passing the vote of confidence.

  At the meeting that day, Johari, a member of the People's Justice Party, a member of the Pakatan Harapan, was also elected as the speaker of the House of Commons, and Nan Li and Liu Qiangyan from the Malay National Organization under the National Front and the Democratic Action Party under the Pakatan Harapan were elected as deputy speakers.
