The Hong Kong Special Administrative Region Government said on the 20th that it warmly welcomes the Guangdong Provincial Government to announce the latest progress of the "Hong Kong-Zhuhai-Macao Bridge (Bridge) Hong Kong Vehicle Northbound No Quota Plan" ("Hong Kong Vehicle Northbound" plan), The two sides are negotiating the details of the implementation arrangements, and will strive to announce the detailed arrangements in the first quarter of 2023 based on factors such as the epidemic prevention and control requirements of Guangdong and Hong Kong, and implement them within this year.

  A spokesperson for the Transport and Logistics Bureau of the HKSAR Government said that the HKSAR Government, the Guangdong Provincial Government and relevant Mainland authorities have finalized the basic arrangements for the implementation of the plan, including applicants, vehicle and driver qualifications, length of stay, insurance requirements, vehicle inspection and application procedures and procedures etc.

The SAR government will continue to work closely with the Guangdong provincial government to determine the specific implementation time. The goal is to implement it as soon as possible to facilitate Hong Kong citizens to drive northward via the bridge, so as to promote the interconnection of the Guangdong-Hong Kong-Macao Greater Bay Area.

  The Hong Kong Special Administrative Region government announced earlier that it is fully promoting the "Hong Kong car northward" plan. After the epidemic is under control and the normal exchanges between the mainland and Hong Kong are gradually restored, qualified Hong Kong private cars will be allowed to travel through the bridge without the need for regular quotas. Hong Kong and Guangdong Province facilitate Hong Kong residents to drive to Guangdong Province for short-term business, family visits or tourism.

The State Council also announced on November 25, 2022 the customs guarantee exemption policy for eligible Hong Kong private cars under the "Hong Kong Motors Northbound" plan. Customs duties or guarantee arrangements simplify the relevant application procedures and reduce handling costs.
