He won the election and was elected as a member of the seventh Legislative Council of the Hong Kong Special Administrative Region.

  This by-election is to fill the vacancies arising from the transfer of members of the Legislative Council to government officials of the SAR. A total of 6 candidates compete for 4 seats.

In addition to the main polling station at the Hong Kong Convention and Exhibition Centre, the REO has also set up a polling station at the Community Isolation Facility in Penny’s Bay for EC members who are under isolation or quarantine to vote on the polling day.

  Voting at the main polling station began at 9:00 am and ended at 11:30 am.

According to the REO, a total of 1,307 electoral committee members voted in this by-election, with a turnout rate of 90.7%.

  At 12:58, the election officer announced in the press center located in the Hong Kong Convention and Exhibition Center that Huang Jinhui, Chen Yongguang, He Jingkang and Shang Hailong were elected with 983 votes, 1028 votes, 833 votes and 812 votes respectively.

  Lu Qikang, chairman of the Electoral Affairs Commission of the Hong Kong Special Administrative Region, summed up the situation of the by-election, saying that the voting and counting process was very smooth, and the arrangements for the by-election fully reflected the principles of openness, fairness and honesty.

He mentioned that the counting of votes started at 11:43 and ended at 12:42, which lasted about an hour.

  After the results were announced, the four candidates shared their acceptance speeches.

Huang Jinhui, who is also the deputy dean of the Faculty of Engineering of the Chinese University of Hong Kong, said that this by-election is a "gentlemen's contest". In the future, he will use his expertise, namely scientific research and technology transfer, to help Hong Kong build an international innovation and technology center.

  Chen Yongguang, a member of the DAB who is a Chinese medicine practitioner, said that the Legislative Council has never had a representative of the Chinese medicine community. He believes that most of the election committees support the development of Chinese medicine in Hong Kong. In the future, they will pay attention to all aspects of society and serve the whole society with their own professionalism.
