The Revised Local Autonomy Law, which includes measures to eliminate the shortage of local assembly members, was passed and enacted at the plenary session of the House of Councillors.

Under the current Local Autonomy Law, in order to prevent collusion between the assembly and business operators, sole proprietors who undertake work for local governments are not allowed to serve concurrently as members of the local government, leading to a shortage of local assembly members. It is also pointed out.



For this reason, the Liberal Democratic Party, the Komeito Party, the Constitutional Democratic Party, the Japan Restoration Party, and the Democratic Party for the People submitted a revised bill to relax the provisions for side jobs, and it was approved by the House of Councilors General Affairs Committee on the 9th.

On the 10th, a vote was held at the plenary session of the House of Councillors, and it was approved and enacted by a majority.



Under the revised law, even if a person is contracted to work for a local government, if the transaction amount does not exceed the amount specified by a cabinet order, he/she will be allowed to work concurrently with a member of the assembly, and the government is considering limiting the annual transaction amount to less than 3 million yen. increase.



It also stipulates that the government will encourage employers to include "candidate leave" in their employment regulations to make it easier for them to run for election.



The revised Local Autonomy Law is expected to come into force before the unified local elections next spring.
