The "International Council of Eminent Persons" was proposed by Prime Minister Kishida as a way for states with and without nuclear weapons to transcend their standpoints and discuss the issue of nuclear disarmament.

This was followed by video messages from former US President Barack Obama, who became the first sitting president to visit Hiroshima in 2016, and UN Secretary-General António Guterres.
