He also condemned Iran's continued support for terrorist groups and sectarian militias that threaten Arab national security, destabilize the region, and impede the work of the international coalition to combat ISIS.
The Supreme Council affirmed its firm positions on the centrality of the Palestinian cause, its support for the sovereignty of the Palestinian people over all the Palestinian territories occupied since June 1967, the establishment of an independent Palestinian state with East Jerusalem as its capital, and the guarantee of the rights of refugees, in accordance with the Arab Peace Initiative and the resolutions of international legitimacy, stressing the need to activate the efforts of the international community. The Supreme Council affirmed the importance of continuing all efforts to alleviate the suffering of the brotherly Syrian people, welcoming Security Council Resolution No. 2642 of July 12, 2022, regarding the extension of the mandate of the mechanism for the delivery of UN humanitarian aid across the border from Turkey to Syria for a period of six months to January 2023.
The Supreme Council affirmed the GCC's firm positions with the brotherly Lebanese people and its continuous support for Lebanon's sovereignty, security and stability, and for the Lebanese Armed Forces that protect its borders and resist the threats of extremist and terrorist groups. A starting point for terrorists, drug smuggling, or other criminal activities that threaten the security and stability of the region, stressing the importance of extending the Lebanese government's control over all Lebanese territory, including the implementation of the provisions of relevant Security Council resolutions and the Taif Agreement, in order for it to exercise its full sovereignty so that there is no Weapons only with the approval of the Lebanese government, and there is no authority other than its authority.
He called on all Lebanese parties to respect the constitution and constitutional deadlines, and to work on everything that would achieve the aspirations of the brotherly Lebanese people for stability, progress and prosperity, praising the efforts of Lebanon's friends and partners in restoring and strengthening confidence and cooperation between Lebanon and the GCC countries, and their support for the role of the Lebanese army and internal security forces in preserving Lebanon security.
The Supreme Council expressed concern about the outbreak of repeated armed clashes in the Libyan territories, which threatens the security and safety of the Libyan people and undermines the stability of the country. Clashes in a way that guarantees stopping the escalation and stopping bloodshed, and for the primacy of wisdom and reason, and the adoption of political dialogue to resolve differences in a way that preserves the supreme interests of the State of Libya and achieves its people’s aspirations for development and prosperity.
وأكد المجلس الأعلى على المواقف والقرارات الثابتة بشأن الأزمة الليبية، مجدداً الحرص على الحفاظ على مصالح الشعب الليبي الشقيق، وعلى تحقيق الأمن والاستقرار والتنمية في ليبيا، وضمان سيادتها واستقلالها ووحدة أراضيها ووقف التدخل في شؤونها الداخلية، وخروج القوات الأجنبية والمرتزقة كافة من الأراضي الليبية، ودعم جهود الأمم المتحدة للتوصل إلى حل سياسي، وإجراء الانتخابات وتوحيد مؤسسات الدولة، لتحقيق ما يتطلع إليه الشعب الليبي، وإرساء دعائم الأمن والاستقرار.
ورحب بتعيين عبد الله باثيلي ممثلاً خاصاً للأمين العام للأمم المتحدة في ليبيا، متمنياً التوفيق في إيجاد حل سياسي يتوافق عليه الفرقاء الليبيون.
ورحب المجلس الأعلى بالإعلان المشترك في 5 ديسمبر 2022 بشأن الاتفاق على إطار سياسي مبدئي والترتيبات الدستورية التي ستقود السودان خلال الفترة الانتقالية، وأكد على مواقف وقرارات مجلس التعاون الثابتة بشأن أهمية الحفاظ على أمن السودان وسلامته واستقراره وتحقيق تطلعات شعبه الشقيق، ودعم الحوار بين القوى السياسية والأطراف السودانية وإحياء العملية السياسية، وتشجيع التوافق بين الأطراف السودانية، والحفاظ على تماسك الدولة ومؤسساتها، ومساندة السودان في مواجهة التحديات الاقتصادية.
وأكد المجلس الأعلى على أن الأمن المائي لجمهورية السودان وجمهورية مصر العربية هو جزء لا يتجزأ من الأمن القومي العربي، ورفض أي عمل أو إجراء يمس بحقوقهما في مياه النيل. كما أكد دعم ومساندة دول مجلس التعاون لكافة المساعي التي من شأنها أن تسهم في حل ملف سد النهضة بما يراعي مصالح كافة الأطراف، مؤكدين على ضرورة التوصل لاتفاق بهذا الشأن وفقاً لمبادئ القانون الدولي وما نص عليه البيان الرئاسي لمجلس الأمن الصادر في 15 سبتمبر 2021.
وأكد المجلس الأعلى على دعم جمهورية الصومال الفيدرالية من أجل توطيد دعائم الأمن والاستقرار وتعزيز القدرات الوطنية الصومالية في مجال مكافحة الإرهاب والاستجابة للتحديات التي تواجهها في المرحلة الراهنة لاسيما من جراء أزمة الجفاف التي تضرب الصومال وتفادي انعكاساتها الخطيرة على الأمن الغذائي في الصومال.
وأكد المجلس الأعلى على أهمية استعادة الأمن والاستقرار في جمهورية أفغانستان الإسلامية، والوصول إلى حل سياسي توافقي يأخذ بعين الاعتبار مصالح كافة مكونات الشعب الأفغاني، بما يحقق تطلعات الشعب الأفغاني الشقيق، ويعود بالنفع على الأمـن والسلم الإقليمي والدولي، ودعوة سلطة الأمر الواقع إلى تنفيذ التزاماتها بضمان حق المرأة في التعليم والعمل، وحماية الأقليات، وضمان عدم استخدام الأراضي الأفغانية من قبل أي جماعات إرهابية، أو استغلال الأراضي الأفغانية لتصدير المخدرات.
وأكد المجلس الأعلى على أن موقف مجلس التعاون من الأزمة الروسية الأوكرانية مبني على مبادئ القانون الدولي وميثاق الأمم المتحدة، والحفاظ على النظام الدولي القائم على احترام سيادة الدول وسلامة أراضيها واستقلالها السياسي، وعدم التدخل في شؤونها الداخلية، وعدم استخدام القوة أو التهديد بها.
وأكد المجلس الأعلى دعمه لجهود الوساطة لحل الأزمة بين روسيا وأوكرانيا، ووقف إطلاق النار، وحل الأزمة سياسياً، وتغليب لغة الحوار، وتسوية النزاع من خلال المفاوضات.
وأشاد المجلس الأعلى بنجاح وساطة المملكة العربية السعودية في إطلاق سراح مجموعة من الأسرى والمحتجزين من الجانبين.
ونوه المجلس الأعلى بالمساعدات الإنسانية والإغاثية التي قدمتها دول مجلس التعاون لأوكرانيا.
وأكد المجلس الأعلى على أهمية استمرار اتفاق تصدير الحبوب من روسيا وأوكرانيا عبر البحر الأسود، والتعبير عن دعم كافة الجهود لتسهيل تصدير الحبوب وكافة المواد الغذائية والإنسانية للمساهمة في توفير الأمن الغذائي للدول المتضررة.
