The department explained that the motives for the abuse by the caretaker are due to the personal problems experienced by the caretakers, which in turn lead to successive insults to the victims, and emotional and psychological problems, which can pave the way for the abuse of the elderly (such as a drug and alcohol addict, and his unbridled desire when angry motivates him to treat an elderly person). inhuman age).

The department identified eight types of abuse for the elderly, including physical abuse, the signs of which are repeated injuries, a sudden deterioration in the health condition, discrepancy in the medical history between what the elderly and the caregiver provide, psychological abuse such as fear or mental mixing, changing the diet, sleep problems, and absolute surrender or Social withdrawal, poor psychological condition of the elderly, in addition to neglect, material exploitation, sexual abuse, emotional abuse, bullying, and cyber blackmail.

The department issued a number of recommendations at the end of the guide.

Most notably: emphasizing the need to criminalize abuse against the elderly, and the importance of providing the elderly with the necessary behavioral skills to confront those who abuse them, and educating the elderly about the importance of cooperation with researchers wishing to study their problems, and spreading religious values ​​that urge treating them with mercy, kindness, and leniency, and tightening supervision and follow-up In social care homes and health institutions in which the elderly reside for a long term, to ensure that they are not subjected to abuse in these institutions, with the intellectual, cultural and human development of those in charge of care.

The department has established four pillars to protect the elderly from abuse or danger, including creating awareness about the patterns and risks of abuse of the elderly and the family, providing the necessary guidance on how to protect the elderly from abuse, establishing a clear and easy reporting method, and ensuring effective intervention in case of suspicion of any abuse. or danger to the elderly.
