  • Ukraine is struggling to repair its energy facilities, damaged by a fresh salvo of Russian missiles on Monday, and to resupply Ukrainians deprived of power and water as freezing temperatures hit the country.

  • "A peak of cold" is expected this Tuesday and Wednesday, according to Volodymyr Kydrytskiï, the boss of Ukrenergo, the Ukrainian electricity operator.

    “The timing the Russians have chosen for this attack is tied to their desire to inflict (…) maximum damage to our energy system,” he said.

  • The new Russian strikes on Ukraine came on the day of the entry into force of the mechanism for capping the sale price of Russian oil decided by the West, who are thus trying to dry up Moscow's windfall to finance its military effort.

  • Vladimir Putin appeared on television on Monday driving a car crossing the Crimean Bridge, a key infrastructure that connects Russia to this Ukrainian peninsula annexed in 2014 by Moscow.

06:30: EU-Balkans Summit in Tirana

The Twenty-Seven of the EU will meet this Tuesday at a summit in the capital of Albania with the leaders of six Western Balkan countries in order to discuss EU enlargement in particular.

The war in Ukraine underscored the importance for Europeans of stabilizing this fragile region of south-eastern Europe, of countering the influence of Russia there as well as that of China, which has invested in the infrastructure of those countries.

In July, the EU opened accession negotiations with North Macedonia and Albania (candidates since 2005 and 2014 respectively).

These talks have also been ongoing for several years with Montenegro and Serbia.

In October, the Commission recommended granting candidate status to Bosnia and Herzegovina, a decision that will come to the European Council on December 15-16.

For Kosovo, on the other hand, the obstacles to a candidacy are numerous.

This former predominantly Albanian Serbian province proclaimed its independence in 2008, which Belgrade does not recognize.

Five EU countries do not recognize it either (Spain, Greece, Cyprus, Romania, Slovakia).

6:15 a.m.: Power cuts announced

With the Russian bombardments on Monday, “to maintain the balance between electricity production and consumption, a system of emergency cuts will be put in place in all regions of Ukraine.

Electricity will be supplied as a priority to essential infrastructure,” Ukrenergo stressed on Telegram.

Nevertheless, "some power plants will not be able to operate at full capacity for a while", according to the electricity operator.

"Combined with frosts that will intensify in the next 24 hours, this will lead to a power deficit in the system."
