According to Uppsalahem, loud music and parties are common reasons why people call the emergency number.

A call out costs approximately SEK 1,000 and previously the cost was divided among all residents in an area.

But now Uppsalahem's residents - who caused the disturbance - have to foot the bill themselves.

- It is a way of ensuring that it is pleasant to live in our areas, says Therese Berg.

The tenants' association opposes the change as they believe that any fees should be clear in the contract that the tenant signs upon moving in.

- Then there can be a difference between what the different residents perceive as disturbing, says Martin Hansson, lawyer at the Tenants' Association.
