In recent years, my country's air pollution prevention and control has achieved remarkable results, becoming the country with the fastest improvement in air quality in the world.

Consolidate governance achievements, promote continuous improvement of air quality, and plan for a new round of three major campaigns of "Battle for Blue Sky".

Recently, the Asia Clean Air Center released the latest report "Atmospheric China 2022: China's Air Pollution Prevention and Control Progress" at the 2022 China Blue Sky Observation Forum.

The report shows that in the past year, 87.5% of the 339 prefecture-level and above cities in my country had good days on average.

"By 2025, the ratio of days with good air quality will reach 87.5%." This is one of the main goals of the "Opinions on Intensifying the Battle of Pollution Prevention and Control" issued by the State Council in November 2021.

According to the report, this goal has been achieved ahead of schedule.

At the same time, the 6 standard pollutants in 168 key cities also achieved the overall annual evaluation concentration for the first time.

In recent years, my country's air pollution prevention and control has achieved remarkable results, the air quality in key areas has improved significantly, and blue skies and white clouds have gradually become the norm.

In this context, how to consolidate governance achievements, sum up experience to promote continuous improvement of air quality, and how to fight a new round of "blue sky defense battle" have become the focus of attention from all walks of life.

The countries with the fastest air quality improvements in the world

The special article "Atmospheric China 2022: China's Air Pollution Prevention and Control Process" stated that China has become the country with the fastest improvement in air quality in the world.

The report horizontally compares the progress and achievements of 20 countries in the field of clean air and climate change. The results show that China's carbon emission intensity has dropped by 34.4% in the past 10 years, and many emission control standards have reached the world's advanced level.

The reporter learned that in recent years, the progress and effectiveness of my country's air pollution prevention and control work is receiving more and more attention.

"China has reduced air pollution in seven years as much as the United States in 30 years." A few days ago, the research results released by the University of Chicago also confirmed from the side that China has achieved remarkable results in air pollution control and made outstanding contributions to global environmental governance.

"This is due to the introduction of a series of policies." Wan Wei, project director of the Asia Clean Air Center in China, said that entering the "14th Five-Year Plan", my country will promote source governance and reduce atmospheric pollution in key areas under the guidance of the "Double Carbon" goal. Pollutants and greenhouse gas emissions, in terms of structural adjustment and optimization, the policies are strong, and the synergistic control is beginning to show results.

Since entering the heating season, Beijing citizens have discovered that the blue sky and white clouds are still often accompanied.

Last year, Beijing's air quality fully met the standard for the first time. There were 288 days with good air quality, and the proportion of good days increased to 78.9%.

In 2021, the average concentration of PM2.5 in Beijing will be 33 micrograms per cubic meter, a decrease of nearly 2/3 compared to 2013.

The number of heavily polluted days in Beijing has also dropped from 58 days in 2013 to 8 days last year.

As of September this year, there were only two days of heavy pollution.

The changes in Beijing are a microcosm of the changes in China's air quality.

In the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Pearl River Delta and even across the country, air quality has improved significantly.

In the past 10 years, the average concentration of PM2.5 in 74 key cities across the country has dropped by 56%, which is more than half, and the number of days with heavy pollution has been reduced by 87%. .

Ten years of "Blue Sky Defense War", four "main battlefields"

2012 is considered to be the starting point of all these changes.

In that year, the former Ministry of Environmental Protection (now the Ministry of Ecology and Environment) revised the "Ambient Air Quality Standards (GB3095-2012)".

Subsequently, the State Council successively promulgated and implemented the "Action Plan for Air Pollution Prevention and Control" and "Three-Year Action Plan for Winning the Blue Sky Defense War".

Looking back on the "blue sky defense battle" in the past 10 years, the three structural adjustments and the prevention and control of key areas are important "battlefields".

In terms of structural adjustment, my country regards air pollution control as an important starting point for industrial structural adjustment, and continues to promote the elimination of backwardness and the resolution of excess production capacity to promote high-quality development of the industry.

Taking the iron and steel industry as an example, from 2013 to 2021, the national crude steel output will increase by 27%, while the number of enterprises will decrease by 20%, and the average scale will increase by 56%.

At the same time, my country continues to promote the adjustment of energy structure.

In 2021, the country's total energy consumption will increase by 26% compared with 2013, while coal consumption will remain basically the same, and the proportion of primary energy consumption will drop from 67.4% to 56%.

The proportion of clean energy has risen to 25.5%, and the development and utilization of new and renewable energy ranks first in the world.

In addition, the adjustment of transportation structure is also ongoing.

In recent years, my country has continuously implemented the National IV to National VI emission standards for heavy vehicles, and the pollutant emission level of newly produced heavy vehicles has dropped by more than 90%, reaching the international advanced level; more than 30 million old and high-emission motor vehicles have been eliminated, and new energy vehicles have been kept. The volume exceeds 10 million, ranking first in the world.

In terms of prevention and control in key areas, my country has successfully completed the "Causes and Treatment of Heavy Atmospheric Pollution Project" and established the National Joint Center for Air Pollution Prevention and Control.

After three years of hard work, a number of key technological breakthroughs have been achieved in the areas of causal mechanism, impact assessment, and precise governance, and the causes of regional heavy air pollution in autumn and winter have been basically clarified.

Organize a team of experts to go deep into the "2+26" cities and the Fenwei Plain to carry out "one city, one policy" technical assistance.

The new round of "Blue Sky Defense War" focuses on three major battles

While the air quality is improving rapidly, the economy continues to grow.

Compared with 2013, the GDP in 2021 will increase by 64%, and the car ownership will increase by 132%. Economic development and air quality improvement will achieve a "win-win".

He Kebin, academician of the Chinese Academy of Engineering and professor of the School of Environment of Tsinghua University, said that China is currently on a new journey of "reducing pollution, reducing carbon, and synergizing efficiency", and there is a long way to go.

"With the development of China's economy, China's total greenhouse gas emissions will continue to rise. However, the time China has promised from carbon peak to carbon neutrality is far shorter than the time used by developed countries. It takes hard work to continue writing about China. legend."

Air pollution control is moving forward in deep water areas, how to fight a new round of "blue sky defense"?

Recently, the Ministry of Ecology and Environment, together with 14 departments including the National Development and Reform Commission, jointly issued the "Action Plan for the Elimination of Heavy Pollution Weather, Ozone Pollution Prevention and Diesel Truck Pollution Control", and deployed the three major landmarks of the "Blue Sky Defense War" in the next stage. Campaign to promote continuous improvement of air quality across the country.

Among them, the "Heavily Polluted Weather Elimination Action Plan" focuses on fine particulate matter (PM2.5) pollution, proposes targeted measures, and strengthens regional cooperation mechanisms to accurately and effectively deal with heavily polluted weather.

The plan sets a clear governance goal-by 2025, the severe and above pollution weather will be basically eliminated.

Zhang Shiqiu, a professor at the School of Environmental Science and Engineering of Peking University, said that in the past 10 years, the benefits brought by the improvement of China's air quality were 1.5 times the cost of governance, which means that we have made worthy choices in the past.

In the future, China's continuous improvement of air quality will still bring huge benefits.
