On May 24, a man broke into Robb Elementary School with a gun and shot and killed 19 elementary school students and two teachers.

It was one of the deadliest school shootings in the United States in 10 years.

The investigation found that after the gunman broke into the campus and committed the crime, a large number of police officers rushed to the scene, but did not take any action to stop the gunman and rescue teachers and students.

The plaintiff said that the 376 law enforcement officers at all levels who rushed to the scene after receiving the police did not act quickly in accordance with the "procedures and standards for dealing with the gunman who is committing the crime", but spent 77 minutes in hesitation before launching an assault and killing the gunman .

Neither defendant responded to reports of the lawsuit.

A number of law enforcement officers resigned, were placed on administrative leave or were fired in the wake of the shooting.

The House of Representatives of the Texas Legislature released a shooting investigation report in July, pointing out that the tragedy was due to "extremely poor decision-making" and exposing the "systematic failure" of law enforcement.
