** Article (16): “Whoever assaults any of the family principles or values, or publishes news or pictures related to the sanctity of the private or family life of individuals, even if they are true, through the information network or any information technology means, he shall be punished by imprisonment for a period of no less than For one year and a fine of no less than 50,000 dirhams, or one of these two penalties.

He said that the ministry's efforts in this regard come within the framework of the oversight role of the state's efforts to achieve Vision 2021, which contributes to achieving the preventive aspect in combating crime and making the UAE the safest country in the world.

The Director of the Ministry of the Interior Center for Child Protection, Lieutenant Colonel Faisal Muhammad Al-Shammari, confirmed that there are several risks that threaten children while using the Internet in the absence of parental supervision, which may have several family and social repercussions, including their falling victim to sexual exploitation in its various forms, explaining that the child may be exposed to watching contents that include Pictures or films (pornography), and exchanges them with others, which makes him ready to be vulnerable to sexual exploitation.

And he continued, “He may be asked, for example, to send pictures belonging to some of his family members, which will be exploited in immoral matters.

He may be exposed to fraud with the aim of luring him into a sexual act, within the framework of what is known as child prostitution.” He pointed out that there are previous studies that showed that about 52% of children are at risk of falling victim to sexual exploitation via the Internet, which raises the alarm about leaving children alone in Cyberspace without follow-up from the family.

In detail, the Dubai Police monitored several attempts to harass children of both sexes and sexually exploit them via the Internet, which were carried out by adults in various ways to "satisfy their pathological whims", according to the Deputy Director of the General Department of Investigations and Criminal Investigations, Colonel Jamal Al-Jallaf, who confirmed to "Emirates Today" the arrest of a European doctor. Al-Jallaf added that the departments specialized in investigations dealt with other cases of adults who harassed children via the Internet, in different ways.

He pointed out that the Dubai Police formed a committee with the aim of providing the necessary preventive measures to prevent the exploitation of children in any way, especially after it became clear that many parents were ignorant of the methods of harassment that this vulnerable group is exposed to.

Al-Jallaf added that there are other aspects that have been monitored to harass children via the Internet, including the use of video chat programs, such as Skype or chat programs, to communicate with children, and then the adult deceives the child and persuades him to show himself through the camera. , on the pretext of showing the beauty of his body or the strength of his muscles, or prompting him to move the camera to take family pictures in his room, while this person saves pictures of the boy or girl.

She stressed that families bear the greatest role in protecting their children, and are practically involved in crime if children are exposed to the risks of sexual abuse via the Internet, because the tools that the family gives them, such as the iPad or other modern devices, may turn into a tool that kills them psychologically, and makes them vulnerable to exploitation. .

Colonel Jamal Salem Al-Jallaf, Deputy Director of the General Department of Investigations and Criminal Investigations, said that some children can obtain digital keys to decode pornographic websites through forums available on the Internet.

He added that the problem with these sites is that they do not only display obscene and pornographic materials, but also feed children with abnormal behaviors that affect them in the future, because they are in the construction stage and do not have the ability to distinguish between right and wrong, and their memory has a great ability to store and preserve.

He pointed out that the Telecommunications Regulatory Authority is making ample efforts with regard to blocking pornographic websites, and nullifying any attempts to decipher their codes, but the authority or the Ministry of Interior cannot bear responsibility only without the active and responsible participation of the family, which must monitor its children well, and protect them from harm. Al-Jallaf stressed that the danger that can come through the Internet is not only represented in the obscene or malicious materials that reach the child, but is multiplied by another party that may be located in another country completely far away and lures the child and traps him in his net.

He pointed out that those involved in such abnormal practices later blackmail their child victims with these images, and threaten them to publish them in the event that their requests are not responded to, whether financial (in the event that the exploiters are just fraudsters) or sexual (in the event that they suffer from psychological complexes that make them obsessed with children). .

He stated that "these behaviors remain individual, but they represent a danger that must be confronted and eliminated early, especially in light of the spread of modern means of communication, which enable children to use the Internet away from family supervision through innovative phones that transmit personal information and images with ease."

He said, "There is a misconception that the sexual exploitation of a child is limited to harassment, or to obtaining nude pictures of him, but the matter goes beyond that to simply opening an immoral dialogue with him, or exchanging pornographic images, films and games with him, adding that Dubai Police has conducted studies in In this regard, I concluded that some delinquents attract children to them by displaying their abnormal ideas and pictures on certain sites, such as social networks, as the child is affected by these behaviors, and tries to imitate them in an unacceptable way.

He pointed out that these practices negatively affect the child in several ways, including the degree of his academic achievement, “as it has been proven that children who are subjected to this type of abuse have a lower degree of assimilation, and tend to resort to violence and unacceptable behavior with their classmates at school, or their siblings at home, as well as about its negative impact on their health.

And he added that there are issues that have been spotted recently, that open the door for the child to be exposed to similar problems, including buying game cards from some stores, such as petrol stations, without family supervision, as the father’s role is limited to giving the child the money he requests, without following up on the products he buys.

Al-Jallaf explained that the Dubai Police have taken several measures to curb these behaviors, including the formation of a specialized committee in partnership with government departments, including the Dubai Sports Council, the Communications Regulatory Authority, the Child Protection Center in the Ministry of Interior, and the Ministry of Education, which was called the “Child Protection Committee from Crimes.” Information and Communication Technology”, and began its activities by focusing on parents, schools and other agencies that deal with children, to protect them from the dangers of these technologies.

Regarding the forms of emotional and sexual blackmail that children may be subjected to, Al-Shammari stressed that the forms of blackmail are diverse. The blackmail may be sexual, by obtaining obscene images from him, then subjecting him to exploitation and practicing prostitution under threat, in addition to other manifestations of blackmail, such as fear, desire, curiosity, love of exploration, imitation, and the exchange of sexual practice films, all of which may be exposed to a child as a result of lack of experience and culture. Al-Shammari confirmed the monitoring of previous cases in the field of sexual exploitation of children, showing the reasons for the seriousness of children dealing with the Internet without follow-up or supervision from parents, pointing out that there is a causal relationship between children viewing child prostitution files and sexual abuse against them.

And he indicated that the children most vulnerable to sexual exploitation are those who suffer from problems of family disintegration, and others who are lavished by parents with modern communication devices that enable them to easily access the Internet from anywhere, in addition to children who have been subjected to previous experiences in incidents of sexual exploitation, whether by harassment or assault, As the resistance of this group is weak in the face of attempts to trap them, especially in light of the weak awareness and sexual culture.

Regarding technical and security solutions to protect children from forms of objectionable, harmful and illegal contents and behaviors on the Internet, Al-Shammari said that the concerned authorities in the country are continuing their efforts in developing modern technological techniques to reduce this content, in order to protect our children from its dangers, pointing to the need to integrate efforts to reach Safer internet.

He stressed the importance of raising families' awareness of the seriousness of the problem of child exploitation via the Internet, as "they have the main responsibility to protect children from the effects of the Internet, through follow-up and continuous communication with them, and not to give them modern communication devices that enable them to use the Internet incorrectly, away from their control."

He added that the Supreme Committee for Child Protection has implemented several campaigns to raise awareness of the dangers of information technology crimes, especially those related to the sexual exploitation of children through the Internet, in coordination with the concerned authorities.

Since the Ministry of Interior joined the virtual force, it has been making great efforts to combat crime against children at the international level.
