“There is another attempt to justify and spur the campaign implanted in Ukraine and sponsored by the West to demonize Russia, to pit ethnic Ukrainians against Russians and other peoples of Russia and the former USSR,” the report says.

The department recalled that the famine "raged" in 1932-1933 not only in Ukraine, but throughout the USSR.

Earlier, Russian Ambassador to Germany Sergei Nechaev commented on the plans of the deputies of the German Bundestag to recognize the mass famine in the USSR in the early 30s as "genocide of the Ukrainian people."
