Peace, mercy and blessings of God..

I salute you and congratulate you on the occasion of our fifty-first National Day, and I thank the Almighty God for the blessings He bestowed upon us, and I ask His honorable face to perpetuate security, stability, progress and prosperity for our homeland and our people.

With every celebration of our National Day, the feelings of love, appreciation and reverence for our father and the embodiment of our renaissance, the late Sheikh Zayed bin Sultan Al Nahyan, may God rest his soul, intensify in our souls. These feelings extend to his companion, Sheikh Rashid bin Saeed Al Maktoum and their brothers, the founding fathers, may God bless them all.

Sheikh Zayed carried our union in his heart, harnessed all his efforts and capabilities to it, and ensured the consolidation of its bases and consolidation of its pillars. His work compass was to glorify the capabilities of our country, and to empower our citizens scientifically, economically, living, cognitively, and culturally.

Our people demonstrated the depth of their faith and submission to God’s will and destiny, and reaffirmed the strength of the unity of our home and our feelings in good times and bad, and the affirmation was strengthened by our meeting around my brother, His Highness Sheikh Mohammed bin Zayed Al Nahyan and pledge allegiance to him as president of our state.

In bidding farewell to Sheikh Khalifa, our people recalled his qualities, wisdom, benevolence, and effective contribution to the process of building and advancing our state. In the pledge of allegiance to Sheikh Mohammed, our people affirmed their confidence in his leadership, and increased reassurance about the present and optimism about the future. As for our Emirati model, it recorded a new page in its strength, the effectiveness of its institutions, and the merit of its legislation. Under the leadership of His Highness Sheikh Mohammed bin Zayed Al Nahyan, we will proceed with the implementation of the strategies, plans, policies and projects established in all fields of comprehensive development, rejoicing in the new successes we have achieved and the achievements we added in the first year of the second fifty.

This year, our performance in the face of the Corona pandemic was crowned with success witnessed by everyone near and far.. While the world was struggling to recover from the effects of the pandemic, our country was the most efficient and fastest in overcoming these effects, and the most balanced between human health and its economic interests, which was reflected in the indicators of the country's development and competitiveness, as our country achieved first place in the world in 156 indicators compared to 121 indicators before the pandemic, and achieved 432 ranks within the top ten compared to 314 before the pandemic.

At the height of the pandemic, we were able to hold Expo 2020 Dubai, and when it concluded at the end of last March, its activities had recorded, throughout its six months, a resounding success that exceeded all estimates and expectations. The volumes of international participation and the number of visitors confirmed the stature of our country, and the efficiency of our organizational capabilities.

In the context of achievements and successes, government performance has made tangible progress and continued its approach to adopting the best that the human mind has produced in the areas of planning, implementation, follow-up and completion of projects and transactions easily, quickly and securely.

The government is moving forward with the digital transformation program to develop and strengthen the government digital system, and raise the efficiency of using its infrastructure and digital assets. Here, I extend my sincere thanks to all government employees for their good implementation of plans and projects, and for performing their duties with sincerity, mastery and self-denial.

In continuation of the approach we adopted, we issued early on the Union’s budget 2023-2026. The budget focuses on ambitious plans and projects that look forward to new and promising future horizons, add to achievements, and improve living standards and quality of life. Like previous cycles, the development and social benefits sector occupies the largest proportion of the budget. For the year 2023, it will reach 39.3%.

And we are moving forward in empowering the sons and daughters of the Emirates with plans and projects that guarantee the sustainability, promotion and inclusiveness of empowerment, so we created a council to consolidate balanced development throughout our country, and to develop all regions and villages in terms of development and tourism. The private sector and national banks participate in it, and the Sheikh Zayed Housing Program bears the profits arising from the loans on behalf of the beneficiaries.

And to enhance the presence of our national cadres in the private sector, we have put in place a system to achieve localization of 2% in skilled jobs for private sector companies that have 50 employees or more.. The system includes mechanisms and incentives to support the recruitment and training of these cadres, compensation for unemployment, and penalties for companies that do not comply with the system. We have also adopted legislation regarding work injuries, in order to preserve the rights of workers and protect them from injuries and diseases of various professions.

Education will remain a national priority with the vision of the President of the State, the efforts of a specialized governmental work team, an effective educational field, and a community and parents contributing to the upbringing of a generation that will take us to new horizons. International indicators of development .. I am proud of the performance of our sons and daughters graduates in all workplaces, and of our national cadres in space sciences, atomic sciences and civil and military precision industries .. Our sons and daughters today run the Barakah Nuclear Power Plant, are active in precision industries, and interact positively with artificial intelligence, They lead our space programs and industries, go to space, send the Hope Probe to Mars, and the explorer Rashid to the Moon.Our national cadres have brought about a quantum leap in the ideas, interests, and orientations of our rising generations, and have set an example for them to follow and inspire, ignite the flame of ambition in their souls, and motivate them to explore new promising horizons.

You know the enormity of the economic challenges that the world has faced as a result of the Corona pandemic and the Russian-Ukrainian war.. We have dealt with these challenges with policies and measures that have limited the extension of their negative effects to our country, and we have continued to implement our plans and projects, and develop our legislation in a way that deepens the sustainability of comprehensive development, expands our economy and increases its diversification.

And we developed the national strategy for food security, including the agricultural policy and the shift towards modern agricultural patterns, and we issued the new cooperative law, which leads to the adoption of modern models and methods for the management and governance of cooperatives, and introduces new types of them, such as digital, financial and professional, and allows the transformation of associations into commercial companies, and permits their inclusion in the markets. Finance.

With the aim of strengthening the unified national tourism identity and supporting the UAE tourism system, we launched the National Tourism Strategy 2031, which falls within the second fifty projects. GDP for the year 2031.

All of this was accompanied by the development and development of legislation, systems and procedures wherever necessary, in line with international best practices.

Another challenge facing the entire world, including our country, is global warming or climate change that affects economic development, changes rainfall rates, causing floods in one region, scarcity resulting in drought in another region, hurricanes increase violence, forest fires expand, and sea water rises.

Despite the global awareness of the dangers of climate change, and the holding of conferences and agreements since 1995, the real interest coupled with executive measures did not appear until recent years with the increasing catastrophic effects of global warming.

We in the UAE gave the climate issue the attention it deserves at an early age, and put in place legislation, frameworks and plans concerned with this issue, starting with the Supreme Committee for the Environment in 1975 and ending with the Ministry of Climate Change and Environment today.

In the context of the National Climate Change Plan and the UAE Energy Strategy, we have made tangible achievements towards our goal of reaching climate neutrality (zero emissions), and maximizing the production of clean energy (solar, atomic, wind) by 2050.

Our country contributes effectively to the international effort to limit the rise in global temperature, through our advanced model in dealing with the climate issue, our achievements in the field of clean energy, and the provision of an ideal working environment for the International Renewable Energy Agency (Irena), and the international projects of "Masdar City", And the strategic partnership with the United States to invest $100 billion in clean energy projects in the two countries and around the world by 2035.

And when our country hosts, next year 2023, the 28th session of the Conference of the Parties to the United Nations Convention on Climate Change (COP 28), it will provide the conference with all the requirements for success, looking forward to strengthening joint international efforts in dealing with the climate issue.
